In the afternoon of March 2nd, General Secretary To Lam chaired a working session with the Central Policy and Strategy Committee and relevant agencies to orient the completion of the Central Resolution on strategic solutions to promote "2-digit" growth associated with establishing a new growth model. This is a very important Resolution submitted to the 2nd Plenum of the 14th Central Committee.
Also chairing was Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu.
The Resolution of the 14th Party Congress has identified the main development goals and targets for 5 years 2026 - 2030.
In which, striving to achieve an average growth rate of gross domestic product (GDP) for the period 2026 - 2030 of 10%/year or more; GDP per capita by 2030 reaching about 8,500 USD; the proportion of processing and manufacturing industry reaching about 28% of GDP; the proportion of digital economy reaching about 30% of GDP.
The contribution of total factor productivity (TFP) to economic growth reached over 55%. The rate of labor productivity growth reached about 8.5%/year. Reduced energy consumption calculated per GDP unit at 1 - 1.5%/year. The urbanization rate reached over 50%.

One of the guiding viewpoints identified by the Congress is to establish a new growth model, promote industrialization and modernization, taking science, technology, innovation, and national digital transformation as the main driving forces; promote the leading role of the state economy, develop the private economy as the most important driving force; improve the development institution associated with synchronous implementation: Digital transformation, green transformation, energy transformation, structural transformation and improving the quality of human resources; attract and value talents, promote the development of new production forces.

Previously, on January 7, 2026, in Hanoi, General Secretary To Lam also had a working session with the Central Policy and Strategy Committee. The working session aimed to give opinions on the direction of building 2 resolutions: On innovating the country's development model based on science, technology, innovation and digital transformation; on strategic solutions to promote double-digit growth associated with establishing a new growth model.
