The Government issued Resolution 17/NQ-CP on the approval of the draft Law on Government Organization (amended).
Accordingly, the Government basically agrees with the content of the draft Law on Government Organization (amended) submitted by the Ministry of Home Affairs in Submission No. 417/TTr-BNV dated January 19, 2025.
The Government assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to study and absorb opinions of Government members and promptly complete the draft law dossier.
The Ministry of Home Affairs is responsible for the content of receiving and completing the draft Law on Government Organization (amended); closely coordinating with the agencies of the National Assembly; proactively reporting and explaining during the process of reviewing and receiving opinions of the National Assembly Standing Committee on the draft law.
On the basis of receiving the opinions of Government members, completing the draft Law on Government Organization (amended), assigning the Minister of Home Affairs, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission on the draft Law on Government Organization (amended), to submit to the National Assembly according to the schedule in Document No. 1144/UBTVQH15-PL dated January 13, 2025 of the National Assembly Standing Committee.
According to the Ministry of Home Affairs, the drafting of the Law on Government Organization (amended) is carried out from the viewpoint of thoroughly grasping the Party's policies, implementing the National Assembly's Resolution on innovation and reorganization of the state administrative apparatus to be "REFINED, COMPACT, STRONG, EFFICIENT, EFFECTIVE, EFFICIENT", meeting the requirements of building and perfecting the socialist rule-of-law state of Vietnam in the new period and in accordance with the provisions of the 2013 Constitution.
Perfecting regulations on the organization and operation of the Government to overcome difficulties and inadequacies and meet the requirements of modern and effective national governance innovation, building a digital Government in the new situation.
Identify issues of general principles regarding the tasks, powers, authority and responsibilities of the Government, Prime Minister, Ministers, and Heads of ministerial-level agencies to be adjusted in general with specialized laws, ensuring consistency and unity of the legal system.
Ensure the unified, centralized leadership and direction of the Government, while implementing strong and reasonable decentralization and delegation between the Government, the Prime Minister, ministries, ministerial-level agencies and local authorities; selectively absorb the experiences of a number of countries in the world.
Promote administrative reform, strengthen discipline and order, build a unified, transparent, continuous, democratic, rule-of-law administration that serves the people.
The Government also issued Resolution 18/NQ-CP on the draft Law on Organization of Local Government (amended).
In the Resolution, the Government basically agreed on the content of the draft Law on Organization of Local Government (amended) submitted by the Ministry of Home Affairs in Submission No. 412/TTr-BNV dated January 19, 2025 on the draft Law on Organization of Local Government (amended).
The Government assigned the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to study and absorb opinions of Government members and promptly complete the draft Law dossier.
