On July 10, information from the People's Committee of Khanh Hoa province said that the locality has just issued a decision on the Regulations on organization and operation of villages and residential groups in the province.
This decision replaces previous regulations to be consistent with the 2-level local government model and the rearrangement of the village and residential group system after the merger.
According to the newly issued regulations, the organization of villages and residential groups must ensure streamlining and suitability for population size, local characteristics, and management requirements of commune-level authorities.
At the same time, promote community self-management rights, ensure democracy, publicity, transparency and strengthen the application of information technology and digital transformation in operations.
The new regulations stipulate that each village has a Village Head, and each residential group has a Neighborhood Group Leader who is a non-specialized worker. In addition, the arrangement of supporting positions will be implemented according to the resolution of the Provincial People's Council.
The regulations also stipulate standards for Village Heads and Residential Group Leaders. In which, the person introduced must be 21 years old or older and not over 65 years old at the time of appointment or election; permanently residing in the locality, having health, moral qualities, prestige in the community; graduating from high school or higher, having the ability to mobilize the masses, and the ability to apply information technology.
Notably, the new regulations encourage villages and residential groups to use digital platforms and social networks for propaganda; digitize records and documents; exploit data to serve community management and can collect people's opinions electronically when meeting technical conditions.
Regarding the establishment, arrangement, and reorganization of villages and residential groups, the Commune-level People's Council is the decision-making body based on the project developed by the Commune-level People's Committee and organizes to collect people's opinions according to regulations.
The regulation continues to maintain the minimum scale standard for villages from 300 households or more, and residential groups with 450 households or more.
However, based on a comprehensive assessment of actual conditions and the consensus of the residential community, mountainous areas, islands, particularly difficult areas, divided areas or areas with specific factors are still considered for maintenance of the current organization even though they do not meet standards.
After the merger, Khanh Hoa has 1,233 villages and residential groups. Through arrangement, the locality reduced to 880 villages and residential groups, a decrease of 353 units, equivalent to 28.6%.
Along with the promulgation of regulations, Khanh Hoa province is completing dossiers to submit to the Provincial People's Council for promulgation a resolution stipulating allowances, support levels, and concurrent position regimes for non-specialized workers in villages and residential groups and those directly involved in grassroots activities, ensuring the new apparatus operates stably and effectively.
