According to the report, the implementation of the 2-level local government model in the city has been strongly directed by the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the city, unified from July 1, 2025. Up to now, the 2-level local government system has basically come into stable and smooth operation, gradually meeting the requirements of social management in the new situation.
However, the implementation process still has some difficulties. In particular, the workload of cadres and civil servants increased while the apparatus continued to be streamlined. Some specialized and specific fields such as healthcare, construction, transportation, and planning still lack human resources. The facilities and equipment for working at the commune level are not yet synchronous, and the information technology infrastructure is still limited. The quality of the team of commune-level cadres and civil servants is not uniform, some of whom do not meet the requirements of the task.
At the meeting, the Standing Committee of the City Party Committee discussed and proposed many solutions to overcome limitations and shortcomings to continue to operate effectively and smoothly the 2-level local government model in the area.
In particular, Secretary of the City Party Committee Le Tien Chau suggested that departments, branches and localities continue to detect, reflect and propose solutions to overcome difficulties and obstacles in organizing implementation, urgently resolving problems according to the assigned authority.
The Organizing Committee of the City Party Committee continues to advise the City Party Committee to direct the completion of missing positions in localities. The Department of Home Affairs continues to advise the Party Committee of the City People's Committee to improve the organization and personnel work. Along with that, urgently advise the City Party Committee Executive Committee of the Resolution on personnel work.
The City People's Committee Party Committee urgently and effectively implemented plan 196/KH-UBND on rotation, mobilization, secondment, and increase of cadres and civil servants. In which, it is necessary to properly assess the current situation, clearly identify practical needs, prioritize capable cadres, meet the requirements of tasks to support localities.
The city continues to develop a plan to evaluate cadres and civil servants according to KPI, but must ensure objectivity, fairness and not cause heavy pressure affecting the psychology and working motivation of cadres and civil servants. In addition, strengthen training and professional guidance for commune-level cadres and civil servants.
Departments, branches and localities continue to review the work implementation process according to quick criteria, cutting down on cumbersome procedures and order but still ensuring compliance with regulations.
The city's specialized agencies urgently guide localities in settling and financing the repairs to offices and public administrative service centers. At the same time, continue to synthesize and propose to resolve the regime and policies for redundant cadres, civil servants, public employees and part-time workers at the commune level after the arrangement of administrative units and the arrangement of the apparatus according to regulations; study and implement the decentralization of revenue sources and budget collection tasks for localities...
The Secretary of the City Party Committee also requested the City People's Committee Party Committee to direct the Department of Science and Technology to effectively implement the "Digital learning environment" program throughout the city to effectively implement information technology applications, digital transformation in operating the 2-level local government model and handling administrative procedures for people.
The City Party Committee Office presides over and coordinates with units to synthesize difficulties and problems related to the operation of local governments at 2 levels beyond the authority of the city to make recommendations to the Central Government.
The Propaganda and Mass Mobilization Committee of the City Party Committee shall preside over and coordinate with agencies to grasp the thoughts and aspirations of cadres, civil servants and public employees to promptly encourage and rectify, prevent local disunity after the merger and operation of the organizational apparatus. At the same time, implement support policies on housing and transportation for cadres from the western area of the city to the city center to work, creating conditions for cadres and civil servants to work with peace of mind.
