The Central Inspection Commission requires that no one showing signs of political opportunism, power ambition, flattery, lobbying, or corruption be allowed into the new Party Committee.

The Central Inspection Commission has just issued Instruction No. 08/HD/UBKTTW on inspection and supervision work serving party congresses at all levels towards the 14th National Congress of the Party.

The Central Inspection Commission's guidance emphasizes strengthening supervision, proactively grasping the situation, promptly detecting and inspecting party organizations and party members when there are signs of violations.

Party committees, party organizations, advisory and support agencies of party committees and inspection committees at all levels must strengthen supervision and proactively grasp the situation of subordinate party organizations, especially in places where there are signs of internal disunity, signs of violations, new and complicated problems, and pressing issues that society and people are concerned about.

Focus on Party committee members and cadres under the management of the same-level Party committee, first of all, key cadres, cadres and Party members are planned as human resources to participate in the new Party committee and are expected to be delegates to attend the Party congress at a higher level.

Do not allow into the new Party Committee those who: are not politically steadfast, not steadfast in the Party's guidelines and viewpoints; have reduced qualities, ethics, capacity, and prestige; have poor sense of organization and discipline; lack solidarity; avoid, push, fear responsibility, do not dare to do; show signs of political opportunism, ambition for power, term-based thinking, flattery, lobbying, corruption, negativity, bureaucracy, localism, "group interests", show signs of degradation in political ideology, lifestyle ethics, "self-evolution", "self-transformation"...

Party committees, party organizations, advisory and support agencies of party committees and inspection committees at all levels shall coordinate with competent authorities to receive, classify and promptly, fully and carefully handle information sources, reports and reflections on violations by party organizations and party members.

The Party Committee or the Standing Committee of the Party Committee, the Standing Committee of the Inspection Committee or the Inspection Committee shall consider and decide to immediately inspect the Party organization or Party member when detecting signs of violations.

Timely report to the superior inspection committee to inspect party members who are cadres under the management of the superior party committee; in case the party member is a cadre under the management of the Politburo or Secretariat, report to the Central Inspection Committee.

Regarding the inspection of lower-level party organizations and party members when there are signs of violations, the Central Inspection Committee stated that for party organizations, it is necessary to focus on inspecting party organizations that show signs of internal disunity, violations of the principle of democratic centralism, working regulations, signs of corruption, negativity, waste, "group interests", especially in the fields of organizational and personnel work...

Regarding cadres and party members, focus on inspecting cadres and party members who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; have signs of violating Party regulations, policies and laws of the State, violations of asset and income declaration, corruption, negativity, waste, individualism, opportunism, localism, factionalism, "buying positions, buying power"...

Through inspection, it is necessary to consider, decide or propose the competent party organization to consider and decide on disciplinary action against violating party organizations and party members (if any).

The review and processing must be completed 25 working days before the opening date of the congress for the grassroots level, 30 working days for the upper-grassroots level, and 35 working days for the Central Party Committee.
