Corruption crimes often arise in public offices

National Assembly delegates said that corruption crimes often occur in sensitive public service areas, where negativity can easily arise between those in power and those in need of help.

On the afternoon of November 26, the National Assembly continued to discuss in the hall the work reports of the Chief Justice of the Supreme People's Court (SPC), the Chief Prosecutor of the Supreme People's Procuracy (SPP); crime prevention and control; enforcement of judgments; and corruption prevention and control in 2024.

Speaking, delegate Pham Van Hoa (Dong Thap delegation) said that according to the report, the crime situation is still complicated and unpredictable, especially drugs, organized crime, property fraud, embezzlement, crimes against social order increasing in number of cases and number of people, and online gambling crimes are on the rise.

In particular, there have been a number of brutal murders, a large number of reckless and aggressive teenagers have caused many tragic cases, child abuse, fires and explosions continue to recur, and crime reporting rates are low.

"Is it possible that at this age, due to limited education from family, school, and society, people are competing to learn bad habits, dropping out of school early, forming gang-like groups, having difficult family finances, unemployment, and being infected with bad content on social networks?", the delegate pointed out.

From there, delegates proposed to objectively assess the situation of some crimes that tend to increase, especially crimes among minors and young people.

Regarding the work of preventing and combating negative corruption, the delegate said that in recent times, positive results have been achieved, crime has been handled very convincingly, and has received the support of the people nationwide.

However, the recovery of corrupt assets has made progress but has not met expectations. Many assets have been lost in a very serious manner and are difficult to recover. In particular, crimes are often committed in sensitive public places, where negativity can easily arise between those in power and those in need of assistance.

From there, delegates believe that there must be involvement of authorities in objective and honest inspection and auditing to prevent them from daring, abusing, and being greedy.

According to the delegate, waste is seen as normal because it is invisible and receives little attention. After all, waste can cause losses no less than corruption if properly assessed.

Delegates suggested that the National Assembly, the Government, and relevant agencies pay more attention to effectively preventing waste and include it in resolutions for implementation.

Regarding criminals using high technology to defraud people of their assets, the delegate said that although it is not common, it is painful for victims to lose money. There are cases where they have to run away from home, and families are broken up because they do not have money to pay off debts to their partners.

Delegate Nguyen Thi Mai Hoa - Vice Chairwoman of the Committee for Culture and Education - also suggested that it is necessary to carefully analyze the reasons why we have implemented many solutions to reduce crime, but crime and violations of the law on social order are still increasing sharply. Of which, organized crime increased by 46.08%, fraud and property appropriation increased by 83.36%, embezzlement increased by 45.61%, gambling on the Internet increased by 105.22%, and rape increased by 23.02%.

Some crimes that violate economic and environmental management order have increased, such as the production and trade of counterfeit goods increased by 40.12%, usury in civil transactions increased by 68.59%, and environmental pollution increased by 89.19%.
