On the afternoon of June 12, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a conference to announce 28 Decrees on decentralization and delegation of authority; decentralization of authority between the Government and local governments at both levels.
Speaking at the Conference, Deputy Prime Minister Nguyen Hoa Binh said that despite the great pressure for progress and high quality requirements, the agencies have focused all resources and made the highest efforts to develop these 28 important Decrees on time.
The Permanent Deputy Prime Minister said that the promulgation of 28 Decrees on decentralization and delegation of power creates a complete, clear and transparent legal basis for the smooth and stable operation of the two-level government system, good implementation of political tasks, and service to the people.
According to the Permanent Deputy Prime Minister, the significance of this Conference is not only in issuing legal documents, but also has great practical values.

Permanent Deputy Prime Minister Nguyen Hoa Binh requested the Chairmen of the People's Committees of provinces and cities to directly direct the implementation, organization of training, and specific guidance to each cadre and civil servant at all levels on the contents stipulated in the 28 Decrees that will take effect from July 1, 2025.
Arising problems must be handled at the grassroots level, not pushed or waited; unclear issues must be proactively handled through hotlines for guidance.
Along with that, cadres, civil servants and public employees must seriously study the content of the Decrees; grasp the functions, tasks, powers, authority, order and procedures for performing decentralized and delegated tasks.
