Continuing the second phase of the program of the 9th Session of the 15th National Assembly, on the morning of June 11, Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presented a report on the arrangement of provincial-level administrative units in 2025.
Immediately afterwards, the National Assembly held a Group discussion on the above content.
Speaking in Group No. 13, delegate Sung A Lenh - Member of the National Assembly of Lao Cai province suggested that, in parallel, the implementation of the merger of administrative units at all levels, the Ministry of Home Affairs needs to advise the Government to promptly direct the review and provide guidance to have specific regulations on specific regimes and policies, especially for cadres and people.
Mr. Lenh stated that in case the communes of regions 1 and 2 and 3 are merged together, which policies will the communes apply? Or the case of merging inland communes with border communes; new rural communes and communes that have not yet reached new rural areas...
" Then the issue of position allowances and special allowances in localities is very different. When these units are merged together, what allowance regime will be applied to the staff", Mr. Lenh stated.
According to Mr. Lenh, having instructions soon, when the new administrative unit comes into operation, will ensure the rights of the staff and people.

Regarding this content, Head of the National Assembly Delegation of Bac Ninh province Nguyen Anh Tuan said that according to the experience of Bac Giang and Bac Ninh provinces, as soon as the Central Government's policy was issued, the locality established 5 Working Groups.
In which, 1 Team is responsible for reviewing the planning, policies, and legal documents issued by the People's Councils and People's Committees of localities. Especially policies related to the people.
"In which, we choose policies directly related to the people, we will apply them in the direction that is higher at which level they are applied. For example, health insurance for the poor, the elderly, Tet gifts for people, and school milk...
As for other policies, the People's Council will have a resolution to implement them until the end of 2025 in each locality, then during the operation of the new province, continue to review to issue new policies," said Mr. Nguyen Anh Tuan.

Agreeing with the need to soon have specific instructions on applying policies to cadres and civil servants after the reorganization, delegate Nguyen Thi Thu Nguyet - National Assembly Delegate of Dak Lak province said that we have formed a new framework after the reorganization, with very heavy tasks and high responsibility.
According to the delegate, there must be policies to support and care for the team of cadres, civil servants and public employees. How to implement salary reform policies for provincial-level cadres.
"Now that we have merged, the responsibility of a Secretary, Chairman, Director... is very great according to the requirements of the assigned tasks in the new period.
Therefore, going hand in hand with the arrangement must be encouragement, motivation, recognition and resources are needed to meet the salary regime for cadres and civil servants in this context", said delegate Nguyen Thi Thu Nguyet.
Another issue that delegates are also interested in is the handling of surplus headquarters.
According to the Government's submission, the total number of provincial and municipal public offices to be reorganized is 38,182; the number of public offices expected to continue to be used is 33,956, the number of surplus public offices is 4,226.
"There needs to be a number of handling options suitable to the circumstances and context of each locality, in which decentralization and delegation of authority to localities to proactively handle will ensure more realistic and effective compliance", delegate Le Minh Nam - National Assembly Delegation of Hau Giang province.
Delegate Nguyen Thi Thu Nguyet said that not all surplus public offices can serve health and education issues. If it is left dilapidated and damaged because it is not used, it will create bad public opinion.
