In his concluding remarks, Prime Minister Pham Minh Chinh emphasized a number of key tasks and solutions in the coming time.
Accordingly, the Politburo and the National Assembly will propose contents related to development mechanisms, regional coordination activities with new thinking and working methods.
Ministries, branches and localities review institutional bottlenecks related to all fields, especially land, minerals, resources, bidding for auctions, investment, regional linkages, infrastructure development... to report to the Government and the Prime Minister. Assign the Ministry of Finance and the Government Office to synthesize, report, and propose to the National Assembly in the upcoming 10th Session.
Regarding infrastructure development, especially in transportation, telecommunications, energy, culture, education, sports, healthcare, etc., the Prime Minister noted to develop each locality and at the same time link together to most effectively exploit shared infrastructure.
Regarding resources, especially common construction materials to serve key projects, the Prime Minister emphasized the need to thoroughly grasp the viewpoint that resources are owned by the entire people, the State is the representative owner, so the use, allocation, and price determination are done by the State according to the principle of developing a socialist-oriented market economy under the leadership of the Party and under the management of the State.
In particular, the Prime Minister noted that the situation of handing over common construction material mines to the private sector should not be allowed to happen hoarding and price increases.
Regarding planning, the Ministry of Finance proactively listens and absorbs local opinions to supplement and perfect the plans. The Prime Minister stated that there must be national planning, regional planning, sectoral planning, local planning and each level, each sector, and agency must take responsibility according to their authority, promote decentralization, delegation of authority, and eliminate cumbersome procedures.
Regarding resources, the Prime Minister requested to promote increased revenue, save spending, cut unnecessary expenditures, reduce the proportion of regular spending, increase the proportion of development investment; promote the mobilization of public-private partnership resources, effectively implement Resolution 68 of the Politburo and Resolution of the National Assembly on private economic development.

The Prime Minister noted that, promoting the results of eliminating temporary and dilapidated houses in recent times, it is necessary to continue to increase the supply of housing and real estate projects, especially the development of social housing... because this is an area with a great demand for housing and social housing; localities proactively issue policies according to their authority.
