Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 85/CD-TTg dated June 10, 2025 on strengthening solutions for management and stabilizing construction material prices.
The Prime Minister requested the Minister of Construction to urge and closely coordinate with localities to regularly grasp market developments and fluctuations in construction material prices to proactively find the most timely and effective discount solutions.
The Minister of Construction urgently directs and guides localities to review, evaluate, and synthesize the demand for construction materials in the area; coordinate with the Ministry of Agriculture and Environment to direct localities to plan and identify mines, supply sources, capacity, and supply capabilities to ensure supply-demand balance.
In addition, it is necessary to strengthen guidance for localities to promptly update and announce construction material prices and construction price indexes under management, ensuring accurate reflection of material cost structure and in line with market price levels.
Inspect and urgently urge construction materials enterprises to reduce production costs, save energy, invest in depth, innovate technology, use alternative materials, develop improved materials, alternative materials, reduce product costs.
The Prime Minister also requested the Minister of Industry and Trade to direct competent market management agencies to strengthen inspection and handling of speculative and hoarding acts, unreasonably increasing prices of construction materials; thoroughly handling construction materials of unknown origin, counterfeit goods, and poor quality goods.
The Ministry of Public Security shall preside over and coordinate with relevant agencies to investigate and strictly handle organizations and individuals who have committed market manipulation, profiteering in the production and trading of construction materials and acts of covering up, protection, corruption, and ignorance to prevent violations from recurring and not being thoroughly handled.
The Government Inspectorate urgently identified and immediately inspected common sources of construction materials in key areas and strictly handled violations according to the law.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to strengthen inspection, supervision, monitoring, urging, closely following developments in the construction market, proactively having solutions according to their authority, promptly reporting to competent authorities to direct and handle issues beyond their authority.
Control the declaration and listing of prices according to regulations, ensure publicity and transparency of information about construction material prices in the area, avoid the phenomenon of "incident and price inflation".
Timely update, announcement of construction material prices, construction price index to ensure accurate reflection of material cost structure and in line with market price level.
For materials with unusual fluctuations, published monthly, or earlier when necessary, urgent cases must be handled immediately.
Prioritize ensuring sources of construction materials for important, national key projects, projects that must be completed early, and urgent civil works.
