On the morning of May 22, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a meeting on adjusting the National Land Use Plan for the period 2021-2030, vision to 2050; deploying preliminary summaries of the implementation of Resolution 18-NQ/TW of the 13th Party Central Committee on land and amending the Land Law.
According to Minister of Agriculture and Environment (MARD) Trinh Viet Hung, this planning adjustment plan is built on the basis of summarizing the land use needs of 34 provinces and cities, national sectoral plans using land, regional plans and socio-economic development orientations in the spirit of the 14th Party Congress.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized the Central Government's guiding viewpoints related to land use planning must create breakthrough conditions for rapid and sustainable development, associated with maintaining independence, self-reliance, food security, water security, environmental security and social stability. Planning must have a long-term vision, not only serving immediate requirements but also creating a foundation for the next stages of the country's development.
The Deputy Prime Minister requested that the planning adjustment must be based on a comprehensive, accurate and substantive assessment of the current state of land use as well as future development needs.
Accordingly, planning agencies need to fully calculate factors related to seed technology, farming methods, food consumption trends, impacts of climate change, urbanization rate, natural disasters, epidemics as well as global fluctuations.
The goal is to both ensure food security, protect the ecological environment and forest land area, and create room for industrial, urban, infrastructure and service development in the new period.

The Deputy Prime Minister especially noted the requirement to ensure synchronization, unity and intercommunication between the National Land Use Plan and the national master plan, sectoral plan, regional plan, provincial plan and socio-economic development strategies.
Planning must be comprehensive and long-term for the development space of industry, urban areas, agriculture, infrastructure, culture, education, defense, security and environmental protection.
Do not arbitrarily adjust planning, divide development space, develop fragmentedly or lack strategic vision" - the Deputy Prime Minister emphasized and said that this is a consistent requirement in the process of completing national land planning.
Regarding the implementation mechanism, the Deputy Prime Minister requested to establish a mechanism for inspection, supervision and prevention of violations in land management and use; and at the same time requested the Ministry of Agriculture and Rural Development to closely follow the directions of the Central Government in the process of completing the planning adjustment dossier.
The Deputy Prime Minister also requested the drafting agency to clearly explain the results of implementing the land targets approved by the National Assembly in the period 2021-2025; clarify which targets were achieved, which targets were not achieved and specific reasons. At the same time, the Ministry of Agriculture and Rural Development needs to fully report on the plan to adjust the increase and decrease of 6 land use targets in the period 2026-2030.
