On August 21, the National Assembly discussed in the hall the policy orientation for amending the 2024 Land Law.
Delegates basically agreed and highly appreciated the urgency and responsibility of the Government and relevant agencies in researching and completing the policy orientation dossier to amend the 2024 Land Law.
Member of the Party Central Committee, Minister of Agriculture and Environment (MARD) Trinh Viet Hung said that the drafting agency will seriously fully absorb and thoroughly study the opinions of delegates to continue to improve the draft revised Land Law.
Among them, there are contents that delegates are particularly interested in such as: planning, land use plans; land allocation, land lease, change of land use purpose; land acquisition, compensation, support, resettlement; land finance and land prices.
Minister Trinh Viet Hung said that right from the time of building land policies, the Government and the Prime Minister have directed the Ministry of Justice to coordinate with the Ministry of Agriculture and Rural Development and other ministries and sectors to review relevant laws to amend them in order to synchronize and unify with the Land Law.
The head of the Ministry of Agriculture and Rural Development said that it is expected that after the revised Land Law is passed, there will be more than 15 laws supplemented and amended to be synchronized with this law.
According to the Minister, at the discussion session, many delegates were very interested in the issue of notarization in the process of land transactions because it is closely related to the Land Law.
Regarding this issue, some delegates expressed the view that it is not necessary to notarize, and some delegates suggested that it is mandatory to notarize.
We would like to report to the National Assembly that notarization is actually just an administrative procedure, so it is not necessary to include it in rigid regulations in the law" - Minister Trinh Viet Hung shared and added that this content has been shown in the draft.
This leader emphasized that the legitimate rights and obligations of people in the process of land transactions will not be affected or lost. Whether in this form or another, the State always ensures the legitimate rights and interests of land users, especially property rights in civil transactions.
The Minister of MARD added that it is possible to continue to discuss further to regulate the content between the Land Law and the Notarization Law in a harmonious, unified, and reasonable manner in the spirit of reducing administrative procedures.
