On May 31, the 3rd National Congress of Notaries, term 2026 - 2031, held a plenary session.
Attending the event were Mr. Phan Chi Hieu - Member of the Party Central Committee, Chairman of the National Assembly's Law and Justice Committee; Mr. Hoang Thanh Tung - Member of the Party Central Committee, Minister of Justice; Mr. Ha Hung Cuong - former Minister of Justice; Mr. Nguyen Khanh Ngoc - Chairman of the Vietnam Lawyers Association and 128 delegates representing more than 3,796 notaries nationwide.
According to information at the Congress, Notary Nguyen Thi Tho was elected as Chairman of the Vietnam Notary Association; Notary Dao Duy An, Notary Nguyen Van Hai, Notary Nguyen Van Hoa were elected as Vice Chairmen of the Association; Notary Dao Thi Hong Nhung was Secretary General of the Association.

Speaking to direct the Congress, Minister of Justice Hoang Thanh Tung praised and congratulated the achievements that the Vietnam Notary Association has achieved.
Minister of Justice Hoang Thanh Tung emphasized that in recent years, notarization activities in our country have had strong developments in both quantity, quality and scope of operation.
The efforts to overcome difficulties of the Association and all members are evidenced by impressive and convincing figures: More than 17 million notarization cases have been carried out, the total notarization fees collected reached more than 14,000 billion VND, and the network of notary practice organizations has developed widely with 1,524 organizations, as of 2025.
The Minister of Justice requested all notaries to uphold professional ethics and professionalism. The State entrusts a part of public power to notaries, so each notarized document must be "obvious evidence", with high enforcement value.
Notaries must always value and maintain professional ethics, absolutely not lower professional standards or violate the law for economic benefits; proactively integrate and enhance their international position.
