The Director of Gia Dinh People's Hospital signed Decision No. 1988/QD-BVNDGĐ on handling violations of Phuc Thien Pharmaceutical Joint Stock Company in bidding activities under the 2026 drug supplier selection plan.
According to the decision, the handling is carried out based on the provisions of the 2023 Bidding Law. The hospital determined that Phuc Thien Pharmaceutical Joint Stock Company had violations during the bidding process. On that basis, the hospital decided to terminate the drug supply contract signed with the enterprise, confiscate the contract implementation guarantee according to regulations. At the same time, Phuc Thien Pharmaceutical Joint Stock Company is prohibited from participating in bidding activities at the hospital for a period of 3 years, from the date the decision takes effect.
At Dau Tieng Regional Health Center, Decision No. 281/QD-TTYT dated August 13, 2026 handles this enterprise in the package "Buying service vaccines for Dau Tieng Regional Health Center in 2025-2026".
The Center determined that the contractor violated Clause 4, Article 16 of the Bidding Law; did not recognize the contractor selection results, confiscated more than 2.89 million VND to ensure the performance of the contract, terminated contract No. 14/HD2026/TTTYTKVDT-PT and prohibited businesses from participating in bidding at the Center for 3 years.

Hospital verifies records before processing
At Binh Duong General Hospital, Decision No. 1687/QD-BVDK dated August 17, 2026 handles Phuc Thien Company in package No. 3 "Procurement of generic drugs to supplement Binh Duong General Hospital in 2025-2026".
According to the decision, the hospital has verified personnel information and the authenticity of documents related to the bidding documents. The documents show that the hospital has a written request for coordination in verification, the enterprise has a written reply; Tran De Commune People's Committee, Can Tho City also has a written reply with an excerpt from the death certificate related to an individual. After that, the hospital established a Council to resolve petitions and issued a report before issuing a handling decision.
The hospital determined that the contractor violated Clause 4, Article 16 of the Bidding Law, decided to confiscate more than 18.29 million VND to ensure the performance of the contract, terminate contract No. 11/HDVC/2026 and prohibit Phuc Thien Company from participating in bidding packages under the project, procurement estimates due to the Hospital.
Previously, Phuc Thien Company had fraudulent dossiers when including the name of a deceased wounded soldier in the list of employees to participate in the bidding. Specifically, the capacity dossier to participate in the bidding shows that the enterprise has a total of 65 employees. 20 people were declared as wounded soldiers, and the remaining 45 were general laborers.
In a document from Ninh Hoa Regional General Hospital (Khanh Hoa Provincial Department of Health), Phuc Thien Company admitted that employee L.T. H (in the list of priority workers in the electronic bidding dossier - E-HSDT) actually passed away on August 2, 2025. However, this person's name is still in the bidding dossier stamped on March 10, 2026 of the company.
