This content is stated in Decision No. 1472/QD-TTg of the Prime Minister promulgating the Plan to implement the conclusions of General Secretary and President To Lam at the working session on the preparation for the 2026-2027 school year and the situation of implementing Resolution No. 71-NQ/TW on breakthroughs in education and training (GDĐT).
In the decision, the Prime Minister requested the People's Committees of provinces and cities to direct Departments of Education and Training and educational institutions in the area not to issue additional types of dossiers, reports or request teachers to perform administrative tasks not in accordance with the regulations of the Ministry of Education and Training.
Promoting digital transformation according to the principle that each data is only entered once, used many times; interconnecting and sharing data between systems helps reduce administrative work for teachers, spend more time on teaching, educating students and professional development.
Do not let the implementation of digital transformation and education and training innovation increase the burden of paperwork and records for teachers; heads of agencies and units that cause situations of arising records and reports contrary to regulations must be responsible to competent authorities.
Review the number of teachers with surplus/shortage in each subject and level of education; implement the transfer, transfer, assignment and recruit all assigned staff, prioritizing strengthening direct teaching teachers.
Review the current situation, implement training, guidance, and professional support for the team of civil servants in charge of education and training at the commune level.
Arrange the network of public preschool, general, and continuing education institutions in accordance with the local government at two levels. When developing urban and rural planning and building new residential areas, it is necessary to plan and synchronously build schools and infrastructure compatible with population size; focus on removing obstacles regarding land funds and investment procedures for building schools in areas with mechanical population growth, large cities, industrial parks, difficult areas, and border areas.
Review and inspect areas and schools at high risk of violence, drugs, and e-cigarettes to direct and handle promptly before the opening ceremony and ensure safety for students throughout the learning process.
Rectify negative phenomena in tutoring, extra classes and achievement disease; direct the Department of Education and Training and the People's Committees of communes, principals of kindergartens and general schools to publicize phone numbers to receive feedback; schools that cause overcharging, organize tutoring, extra classes not in accordance with regulations, the principal and head of the direct management agency must be responsible. Strengthen inspection and receive feedback on overcharging, organizing tutoring not in accordance with regulations and strictly handle violations.
Ministries, ministerial-level agencies, and People's Committees of provinces and cities continue to thoroughly grasp, raise awareness and innovate thinking about education and training; creating substantive changes in vocational education and streaming.
Focus on innovating higher education, improving the quality of human resource training, especially high-quality human resources; ensuring fairness in education in the new period.
