Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau signed Decision No. 1472/QD-TTg of the Prime Minister promulgating the Plan to implement the conclusion of General Secretary, President To Lam at the working session on the preparation for the 2026-2027 school year and the situation of implementing Resolution No. 71-NQ/TW on breakthroughs in education and training (GDĐT).
Regarding the preparation and organization of the new school year 2026-2027, the Plan assigns the Ministry of Education and Training to review and carefully prepare the plan to organize the Opening Ceremony of the new school year 2026-2027 and the Inauguration Ceremony of inter-level boarding schools in land border communes on September 5, 2026.
The Ministry of Education and Training shall preside over and coordinate with ministries, relevant agencies and localities to carefully review issues of ensuring learning conditions for students such as: classrooms, subject classrooms, textbooks, minimum teaching equipment, clean water, toilets, electricity, internet, school safety, students at risk of dropping out of school.
Encourage localities to proactively use local budgets and other legal resources as prescribed to provide practical support to students in the new school year, especially students in areas with difficult socio-economic conditions, especially difficult, industrial parks, and export processing zones.
Focus on supporting lunch, semi-boarding meals, equipment, school supplies, and transportation for students. Resolutely prevent students from not being able to go to school due to difficult circumstances.
The Ministry of Education and Training coordinates with relevant agencies to complete dossiers and report to competent authorities for comments on the project to reform salary policies, soon rank teachers' salaries at the highest level in the career salary scale; have a special mechanism to attract good experts and leading scientists to participate in teaching and research.
Build a mechanism to encourage excellent students and excellent teachers in cities and urban areas to rotate to schools in rural and difficult areas.
Guide, manage, and strengthen inspection of the public disclosure of fees and collection levels for learners according to regulations; rectify negative phenomena in enrollment, tutoring, extra classes, and achievement disease.
Establish a hotline to receive feedback on overcharging, organizing tutoring not in accordance with regulations and strictly handle violations; direct to improve the quality of official school hours, reduce exam pressure; implement adjustments to appropriate education programs and improve teachers' motivation.
Preside over and coordinate with localities and relevant agencies to resolve the situation of school violence, focusing on educating ethnic history, ethics, and healthy lifestyles for students, considering this as a key task of the 2026-2027 school year.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training, relevant ministries and agencies to study the decentralization of total staff assignment to localities to be autonomous in recruiting and using based on actual student/class norms; coordinate with localities to urgently review the current situation of civil servants managing education and training at the commune level and propose handling plans.
