On July 31, Mr. Dau Quang Hong - Head of the Department of General Education, Ha Tinh Department of Education and Training (GDĐT) said that after the Ministry of Education and Training issued Circular No. 19 in 2026 amending and supplementing Circular No. 29 in 2024 on tutoring and extra classes, Ha Tinh Provincial People's Committee issued Decision No. 41 dated June 26, 2026, regulating tutoring and extra classes activities in the province. Ha Tinh Department of Education and Training also issued Guidance No. 2255 on implementing Decision No. 41 of the Provincial People's Committee.
By July 2, 2026, the Ha Tinh Department of Education and Training will announce 2 hotline phone numbers to receive petitions and feedback related to tutoring and extra classes in the area.
In which, the phone number of Mr. Cao Ngoc Chau - Chief of Office of Ha Tinh Department of Education and Training receives feedback during office hours. The phone number of Mr. Dau Quang Hong receives feedback both during and outside office hours.
According to Mr. Hong, after nearly a month of announcing the hotline, the Ha Tinh Department of Education and Training has received many calls and text messages. The main content is to propose functional agencies to inspect tutoring activities to determine whether there are violations of regulations or not.
There are also contents reflecting violations of tutoring activities. However, when the inspection team intervened, there was no basis to determine violations, and the reflected content was inaccurate.
The inspection results are then notified by the Ha Tinh Department of Education and Training, fully and promptly responding to the complainant.
Also according to Mr. Hong, in addition to the hotline of the Department of Education and Training, communes and wards in the province also announced phone numbers to receive feedback from people about tutoring and extra classes.
Up to now, localities have organized to thoroughly grasp the regulations, and at the same time developed plans to inspect and rectify tutoring and extra classes in the area.
Through grasping information from the grassroots level, up to this point, there have been no cases of violations of tutoring regulations being handled" - Mr. Hong said.
The Head of the Department of General Education, Ha Tinh Department of Education and Training added that, through inspection, functional agencies discovered that some cases of organizing extra classes still have inappropriate points due to insufficient awareness. These cases have been propagated, reminded and rectified promptly by the inspection team.
According to Mr. Hong, in the coming time, when organizing conferences to summarize the 2025 - 2026 school year and deploy tasks for the 2026 - 2027 school year, the Ha Tinh Department of Education and Training plans to direct units to integrate propaganda and thoroughly grasp the regulations on extra classes and tutoring.
