On June 18, the People's Council of Kien Giang province held the 34th session (special session) to review, comment on and approve important draft resolutions.
This session passed 7 resolutions, notably a resolution on adjusting and supplementing the public investment capital plan for 2025 in Kien Giang province. Adjust the total public investment plan for 2025 from the State budget in the province from more than VND 11,000 billion to nearly VND 16,000 (an increase of more than VND 4,800 billion).
In particular, allocating more revenue and expenditure savings of the provincial budget with a total capital of more than VND 2,100 billion (Alocating emergency projects and works to serve the APEC 2027 Summit Week in Phu Quoc with more than VND 1,100 billion; allocating recovering advance capital and allocating capital for 2 project categories with a capital of more than VND 443 billion; reallocating projects whose estimates were canceled in 2023 and 2024 with a capital of VND 541 billion); Decentralizing the allocation of central budget capital to support investment in works serving the APEC 2027 Summit Week in Phu Quoc with more than VND 2,700 billion.
The Provincial People's Council also passed a resolution to Adjust and supplement the medium-term public investment plan from the State budget for the period 2021-2025 in Kien Giang province; Regulate principles, scope, support levels and the use of support funds for activities specified in Clause 2, Article 15 of Decree No. 112/2024/ND-CP dated September 11, 2024 of the Government detailing rice-growing land in Kien Giang province; Allocate regular expenditure estimates from the State budget to implement the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in Kien Giang province in 2025.
Decision on the policy of converting forest use to other purposes for forest areas approved by the Prime Minister to be removed from the forest planning to implement the Envecla Phu Quoc Eco-tourism, Resort, Entertainment and Complex project; Through the addition of the List of works and projects requiring land acquisition; List of projects requiring conversion of rice-growing land, special-use forest land, protective forest land, and production forest land according to the planning in 2025 in Kien Giang province; List of land plots to conduct bidding to select investors to implement investment projects using land in Kien Giang province.
Speaking at the closing session, Chairman of the People's Council of Kien Giang province Lam Minh Thanh said that in order for the recent resolutions to be implemented promptly, especially the resolution on adjusting public investment for the period 2021-2025 and 2025; the list of works and projects requiring land acquisition, the list of land use conversion to implement works and projects serving the APEC Conference in Phu Quoc City, the Provincial People's Committee should direct the urgent implementation, ensuring the progress of works and projects serving the APEC Conference according to the direction of the Government and the Standing Committee of the Provincial Party Committee.
The Chairman of the Provincial People's Council also emphasized that the preparation for the merger of Kien Giang and An Giang provinces, the end of the operation of district-level administrative units, and the arrangement of commune-level administrative units are being urgently implemented by all levels and sectors according to the direction of the Central Government and the Provincial Steering Committee.
However, in order for all activities of the province, commune, ward, and special zone (after the arrangement) to be operated smoothly and without interruption from July 1, 2025, the Standing Committee of the Provincial People's Council requests that the delegates of the Provincial People's Council, the Standing Committee of the District People's Council, and relevant departments/sectors, according to their assigned duties and responsibilities, urgently coordinate to prepare necessary conditions, ensuring all activities from the work of restructuring the apparatus; carrying out the transfer of tasks; receiving/calling finance, assets, documents, data; working conditions, etc. must be completed no later than June 30. 2025 according to the direction of the Provincial Steering Committee.
