On June 12, the working delegation led by Mr. Nguyen Tien Hai - Member of the Party Central Committee, Secretary of the Kien Giang Provincial Party Committee - had a working session with the Standing Committee of the An Bien District Party Committee and the Standing Committee of the Giong Rieng District Party Committee to listen to reports on the preparation of the organization and apparatus, cadres, assignment of tasks, promulgation of regulations on functions, tasks and working regulations; transfer of finance, assets, documents, data; preparation of information technology infrastructure, means, working conditions... to put new commune-level organizations, agencies and units into operation.
Deputy Secretary in charge of the An Bien District Party Committee Van Manh Truong said that the Standing Committee of the An Bien District Party Committee has basically completed the plan for personnel at the Party Committee level, standing Committee at the Party Committee level, and personnel for leadership and management at the commune level after the merger and consolidation.
Specifically, for the personnel of An Bien commune (merged from Hung Yen, Dong Yen communes and Thu Ba town), the number of leaders and managers is expected to be arranged with 34 people, professional and technical staff is 66 people. The number of commune-level leaders who have not been arranged is 6 people.
For the personnel of Dong Thai commune (merged from 3 communes of Dong Thai, Nam Thai A, Nam Thai), the number of leaders and managers has been arranged 33 people. The number of professional and technical staff is 51. The number of commune-level leaders who have not been arranged is 6 people.
For the personnel of Tay Yen commune (merged from 3 communes of Tay Yen, Tay Yen A, Nam Yen), the number of leaders and managers has been arranged 33 people. The number of professional and technical staff is 58. The number of commune-level leaders who have not been arranged is 8 people.
Regarding means and working conditions, the new An Bien commune will use the current headquarters of the District Party Committee and District People's Committee for working. Dong Thai Commune will use the headquarters of the People's Committee of Dong Thai Commune and the People's Committee of Nam Thai A Commune for work. Tay Yen commune will use the headquarters of the People's Committee of Tay Yen commune and the People's Committee of Nam Yen commune for work.
For Giong Rieng district, after the merger, the district will have 6 new communes (from the current 19 communes and towns). The Standing Committee of the District Party Committee has organized the development and consultation of key positions and executive committees, standing committees of new communes. The total number of executive committees of the 6 communes after the arrangement is 192 comrades, and has proposed to arrange 144/192 comrades, with a shortfall of 48 comrades. The Standing Committees of the 6 communes after the arrangement are 64 comrades, and have proposed to arrange 38/64 comrades, with a shortfall of 26 comrades.
The total remaining payroll is 425 people. The number of positions to be arranged is 411 people, the positions of 6 new communes are 431 people (Giong Rieng Commune 80, Thanh Hung 74, Long Thanh 72, Hoa Hung 69, Ngoc Chuc 70, Hoa Thuan 66). The number of missing civil servants after the reorganization is 16 comrades.
Speaking at the meeting, Kien Giang Provincial Party Secretary Nguyen Tien Hai acknowledged the proactive spirit of the two districts in implementing the organizational arrangement.
The Provincial Party Secretary requested Party committees and authorities at all levels, especially the leaders, to be very proactive, from reviewing the tasks that have been, are being done and have not been done to assigning and assigning specific and clear tasks to each organization and individual. The arrangement of the apparatus must be associated with the arrangement of cadres to ensure objectivity, impartiality, the right people, the right jobs and meet the requirements of the tasks. Carefully consider, especially cadres from old communes to new communes; ensure enough professional cadres in departments and offices.
The two districts need to carefully review the staff of departments and offices to have a plan to arrange and transfer to new communes that are suitable in terms of quantity, expertise and profession.
The increase in cadres for communes that are still weak and lacking, in the spirit of being work-related, absolutely avoiding the situation of arranging based on personal feelings or relationships of acquaintances and relatives, the Provincial Party Secretary emphasized.
Regarding finance and assets, the Provincial Party Secretary requested to review, declare, clarify and make transparent documents, documents, inventory and assess assets in accordance with regulations, ensuring the set progress; problems that need to be promptly discussed with the Department of Finance. The arrangement of IT equipment and machinery must be correct and sufficient, ensuring effective use.
