On the afternoon of March 4, at the regular Government press conference in February 2026, representatives of the Ministry of Culture, Sports and Tourism (MCST) provided information on directives for festivals in 2026 in the country to take place joyfully, healthily, civilizedly and limit social evils.
Ms. Vi Thanh Hoai - Deputy Director of the Department of Grassroots Culture, Ministry of Culture, Sports and Tourism - said that with legal documents on festival management and organization, there is Decree No. 110/2018/ND-CP of the Government on festival management and organization, implemented from 2018.
In 2026, strictly implementing Directive No. 55 dated December 22, 2025 of the Secretariat, Directive No. 36 of the Prime Minister on organizing Binh Ngo Tet, the Ministry of Culture, Sports and Tourism issued Official Dispatch No. 155 dated January 3.
In which, it is proposed that localities strengthen management solutions, focusing on ensuring a civilized lifestyle in festivals, building festival organization plans and schemes; strictly implement regulations on price listing, resolutely handle acts of taking advantage of relics and festivals for personal gain and superstition.
Especially ensuring security and order, fire and explosion prevention safety, ensuring food safety and hygiene at crowded places.
2026 is the first year of implementing the 2-level local government model. Through monitoring, the unit recognizes that strong decentralization and delegation of power has created great proactiveness at the grassroots level.
Localities have proactively implemented the management and organization of festivals, closely following the regulations in Decree 110 on management and organization of festivals, especially decentralization and delegation of power in management and organization.
Thanks to that, festival activities both preserve traditional cultural values and ensure solemnity and safety, and people are truly placed in the position of the festival's subject.
In fact, right after Tet, some major festivals have opened such as Ba Den Mountain Spring Festival, Go Dong Da Festival, Huong Pagoda Festival, all of which have developed elaborate plans and scripts.
The key requirement is to focus on deploying plans to ensure security and order, traffic safety, fire and explosion prevention, environmental sanitation and rescue plans in the festival area.
In the coming time, the Ministry of Culture, Sports and Tourism will continue to closely follow the spirit of Directive No. 55 of the Secretariat, Directive No. 36 of the Prime Minister, promote the building of a truly safe and healthy cultural environment, through strict implementation of legal regulations and a strong decentralized management model for localities.
The ultimate goal is that people must be the subjects, to access and enjoy traditional cultural values in the most solemn and effective way. The determination of festival organization is joyful, healthy, safe, and economical.
At the same time, strengthen professional guidance on festival management, ensuring unity from the Central to the grassroots level. Another important task is to closely coordinate with localities to deploy inspection and supervision teams, promptly rectify and strictly handle negative and superstitious manifestations in festivals.
