The Prime Minister requested localities to promptly inform, guide, and advise people to proactively limit travel and activities during flood times.

Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 188/CD-TTg dated October 6, requesting ministries, branches and localities to proactively respond to the risk of floods, flash floods, and landslides due to the impact of storm No. 11.

According to the telegram, this morning, storm No. 11 made landfall in Guangxi - China province (near the Vietnam - China border) and weakened into a tropical depression.

However, according to the forecast, the circulation of storm No. 11 will cause heavy rain and possible thunderstorms on October 6-7: in mountainous and midland areas of the North, the common rainfall is 100-200mm, locally very heavy rain up to over 300mm (especially the risk of heavy rain over 150mm in 3 hours).

The Northern Delta and Thanh Hoa will have moderate rain, heavy rain with common rainfall of 50-150mm, locally very heavy rain over 200mm.

This is a heavy rain right after the recent days of prolonged heavy rain due to the influence of the circulation of storm No. 10, many places in the state of water saturatation, rivers, dams are full, there is a very high risk of continuing to have major floods on small rivers and streams upstream, flash floods, landslides in the mountainous and midland areas of the North and North Central regions, flooding in urban areas and low-lying areas.

The Prime Minister requested Ministers of Ministries and Chairmen of People's Committees of provinces and cities in the Northern region and Thanh Hoa not to be negligent or subjective, focus on directing close monitoring, regular updating, and continuous development of the situation.

Timely, effectively and synchronously deploy measures to prevent, combat and respond to floods, flash floods, and landslides according to their functions and tasks; promptly report to competent authorities to direct the handling of issues beyond their authority.

Chairmen of People's Committees of provinces and cities, especially in midland and mountainous areas, direct and mobilize forces (disaster prevention and control at the grassroots level, police, army, functional forces, militia, youth, etc.) to synchronously and drastically deploy measures to ensure the safety of people's lives and limit property damage caused by flash floods, landslides.

In particular, based on the actual situation and flood forecast in the locality, it is recommended that students who do not have to go to school but study online if necessary to ensure the safety of students is paramount.

Carefully review each residential area and each roof, promptly detect and proactively support households to relocate from dangerous areas at risk of landslides, flash floods, and deep flooding when there is heavy rain.

By all timely measures, inform people about the flood situation in the area; propagate, guide, and advise people to proactively limit travel and activities during the flood.

Control and limit people and vehicles on roads at risk of insecurity during floods; arrange strict control forces, guide and support traffic through spillways and deeply flooded sections of the road.

Chairmen of People's Committees of provinces and cities proactively closely monitor and operate regulations to ensure the safety of dams, prevent overlapping floods or due to subjective factors.

The Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment and relevant ministries and branches proactively direct and mobilize military forces, police, and functional agencies to promptly coordinate and support localities and people in implementing flood prevention, control, search and rescue, and as quickly as possible overcoming the consequences of natural disasters.
