A special "construction - legislative" session associated with the requirement to streamline and reorganize the apparatus
There has never been a session where the National Assembly has discussed and decided on 54 drafting and legislative contents, including 3 resolutions on amending the Constitution and 34 draft laws passed, covering almost all key areas of political - economic - social life.
In particular, the National Assembly passed a Resolution amending and supplementing a number of articles of the 2013 Constitution - an important institutional turning point, preparing for the completion of the State apparatus to better suit the new situation.
This amendment to the Constitution aims to streamline and improve the efficiency of the apparatus, while creating a Supreme legal corridor for the reorganization of the local government system according to the 2-level model in new administrative units. This is a " institutionalization" shift, both ensuring the stability of the Constitution and promptly adapting to new requirements in State management and the trend of reorganizing administrative - residential space.
The results of the 9th Session are a vivid testament to the Party's will to connect with the people's hearts, meeting urgent requirements that are inevitably objective. Delegate Ha Sy Dong (Quang Tri Delegation) acknowledged that this was the most historic session of the Vietnamese National Assembly, with the largest and largest workload. The delegates have been very involved in legislative work, with a huge volume of draft laws, from the resolution amending and supplementing a number of articles of the 2013 Constitution to laws directly related to the rearrangement of 2-level local governments, removal of intermediate levels, and merger of administrative boundaries.
According to the delegate, from the model of governance, decentralization of power to the responsibility of all levels, all will create strong trust for people and businesses, to enter a new history with new determination. Therefore, people and businesses are very excited and believe in these innovations.
Speaking at the closing session, National Assembly Chairman Tran Thanh Man emphasized: The 9th session is an important milestone in the history of the institutions and laws of the 15th National Assembly. The spirit of the old Dien Hong Conference was demonstrated at today's Dien Hong Hall. The decisions and laws passed at this Session are revolutionary, starting with fundamental institutional reforms, orienting tasks for the new development stage of the country".
Strong institutional reform, many policies for the people
Among the laws passed, many laws have the mark of innovating thinking, paving the way for changes in development models. Typically, the Law on Cadres and Civil Servants (amended) eliminates the thinking of "life-time institutions", gradually implementing salary payment according to job position and output results. The Law on Credit Institutions (amended) aims to strengthen discipline in the banking system, tighten cross-ownership management, and create a foundation for safe finance. The Law on Personal Data Protection and the Law on Digital Technology Industry for the first time lay a legal foundation for privacy protection and digital economic development in Vietnam, creating a broader legal corridor to implement Resolution 57 on breakthroughs in science, technology development, innovation and national digital transformation. In addition, a series of other amended laws on budget, tax, bidding, national defense, education, etc. have been carefully considered by the National Assembly to create a solid legal corridor, meeting the requirements of a socialist-oriented market economy in the context of globalization.
Notably, the National Assembly passed Laws related to socio-political organizations such as the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy.
Delegate Tran Hoang Ngan (HCMC Delegation) shared that we are living in a historical period, a period of creating a foundation, premise, and basis for the country to enter a new era - the era of national growth. One of the important foundations is the foundation of the institutional system that we are currently working hard to perfect. Therefore, in the process of reviewing laws and resolutions of the National Assembly, if any provision is still a bottleneck, the National Assembly will promptly issue a law amending many laws.
In particular, delegates focused on giving opinions on draft laws related to the arrangement of administrative units, along with draft laws and draft resolutions on the development of science and technology, innovation, private economic development and law-making, social housing development... These contents are all important foundations for the country's sustainable development in the new period.
Another bright spot is the National Assembly's passing of many resolutions directly related to people's lives, demonstrating understanding and accompanying people in the period of recovery after the pandemic and economic reconstruction. Including the Resolution on tuition exemption and support for students in the national education system. Resolution on popularizing preschool education from 3 to 5 years old - the foundation for long-term human resource development. Resolution on specific policies for social housing development, helping low-income people have housing opportunities. Resolution on private economic development and specific mechanisms for railways - promoting infrastructure breakthroughs and reforming economic institutions.
These policies not only contribute to social security, but also promote sustainable development, creating an attractive and stable investment environment in the medium and long term.
