On October 15, the National Assembly Standing Committee gave its opinion on the Law amending and supplementing a number of articles of the Law on Anti-Corruption.
Presenting the draft law, Government Inspector General Doan Hong Phong said that the draft Law stipulates increasing the value of assets and income levels when there are fluctuations in the year from 300 million VND to 1 billion VND to suit current actual conditions.
At the same time, this also creates stability in the long term, ensuring consistency with the increase in the value of assets that must be declared by about 3 times (from 50 million VND to 150 million VND).
The draft also stipulates that the agency controlling assets and income monitors changes in assets and income of those subject to declaration through analysis and evaluation of information from the declaration or from other sources of information.
In case of detecting assets and income in a year with fluctuations of VND 1 billion or more but the person subject to declaration does not declare, the asset and income control agency shall require that person to provide and supplement relevant information; in case of assets and income with fluctuations, it must explain the origin of assets and income...
In a preliminary review, the Law and Justice Committee basically approved the adjustment of this increase to suit the practical socio-economic situation, focusing on controlling the declaration of assets of high value, reducing unnecessary administrative procedures.
In addition, there are opinions suggesting not to strictly regulate the amount of money in the Law but to assign the Government to specify it to flexibly adjust it at each stage.
Giving her opinion, Permanent Deputy Head of the Committee for Petition and Supervision Le Thi Nga proposed to clarify the basis and basis for choosing the proposed 1 billion and 150 million VND.

Commenting at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that the Law on Anti-Corruption must increase declaration and verification of assets, transparency in bidding and state budget management, not to let losses, especially construction investment projects.
Accordingly, it is possible to add regulations requiring the use of artificial intelligence (AI) and blockchain to monitor bidding.
"Can I put this in? Avoid the back yard. All contracts, for example over 1 billion VND, must be made public on service portals - the National Assembly Chairman gave an example.
Another issue that the National Assembly Chairman is concerned about is the responsibility of the head in the content of preventing and combating corruption.
Expand responsibility from detection to proactive prevention with disciplinary action if corruption re-occur to contribute to this law more strongly - the National Assembly Chairman emphasized.
National Assembly Chairman Tran Thanh Man noted that this amendment must enhance detection and handling, focus on recovering existing corruption-related assets, be transparent in bidding and State budget management, and avoid losses, especially in construction investment projects.

In the report on receipt and explanation, Government Inspector General Doan Hong Phong said that the proposal to increase the value of assets and income that must be declared is to suit the socio-economic development conditions and the current price period with many changes compared to 2018.
"The inflation and income of cadres, civil servants and public employees from 2018 to present have increased. We base on the rate of price inflation and the rate of income increase for cadres, civil servants and public employees about 3 times" - the Government Inspector General explained.
