Continuing the meeting, on the morning of May 21, the National Assembly listened to the report and the verification report on the Law on amending and supplementing a number of articles of the Law on the Fatherland Front (Fatherland Front), the Trade Union Law, the Youth Law and the Law on Execution of the grassroots level at the grassroots level.
Examining the law project, Chairman of the Cultural and Social Committee Nguyen Dac Vinh affirmed that the Committee approved the need to promulgate the Law amending and supplementing 4 laws with political, legal and practical establishments stated in Report No. 29/TTr-MTTQ-DCT dated 5.5.2025 of the Presidium of the Central Committee of Vietnam Fatherland Front.
Agree with the scope of amendments and supplements of a number of things directly related to the organizational structure arrangement; The position, role, function, principles and organization of the Vietnam Fatherland Front, socio -political organizations, mass associations assigned by the Party and the State are tasked at the Vietnam Fatherland Front Law, Trade Union Law, Youth Law, Law on Execution of the grassroots level at the grassroots level.
The Committee agreed on the formulation and promulgation of the law project in accordance with the order and procedures for shortened as prescribed at Point b, Clause 1, Article 50 of the Law on promulgating legal documents. Fully basic law project dossier as prescribed at Point b, Clause 5, Article 51 of the Law on Promulgation of Legal Documents.
The Committee on Culture and Social Affairs basically agreed with the draft Law amending and supplementing 4 laws, however, it is recommended that the drafting agency pay attention to three major contents:
Firstly, continue to review and supplement the relevant laws in the Vietnam Fatherland Front Law review report. At the same time, promptly update the amendment and supplement of the Constitution and relevant laws to ensure the constitution, unity, synchronization and feasibility of the legal system.
Secondly, continue to clarify the "affiliated" nature of its member organizations of the Vietnam Fatherland Front, the working relationship between the Fatherland Front and its attached members but still ensure relative independence, initiative, activities in accordance with the law and the charter of each organization in accordance with the spirit of the Constitution and the Central Resolutions of the Central.
Third, review to amend and supplement documents guiding the implementation of the law according to regulations. At the same time, continue to study international commitments and treaties to which the Socialist Republic of Vietnam is a member to have appropriate and feasible regulations, ensuring implementation in accordance with the Party's viewpoints and policies.
To have a basis to continue perfecting the draft law, Chairman Nguyen Dac Vinh suggested that National Assembly deputies focus on discussing and giving opinions on the following issues:
1. The scope of amendments and supplements of the draft law aims to ensure the goal of rearranging the organization and apparatus of the political system.
2. Regulations amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Implementing Democracy at the Grassroots Level.
3. Other issues that National Assembly deputies are interested in.
