Continuing the program of the 9th session, on the morning of May 21, Member of the Politburo, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report on the Law on Amendment and Supplement of a number of articles of the Law on the Vietnam Fatherland Front, Trade Union Law, Youth Law and the Law on Execution at the grassroots level (the draft Law amended).
According to Mr. Do Van Chien, the draft Law on Amendment consists of 5 articles, of which Article 1 amends and supplements 11/41 articles of the Law on the Vietnam Fatherland Front (VFF).
Amend and supplement a number of provisions of the Law on the Vietnam Fatherland Front, including regulations on the position, role, principles of organization, operation and organization of the Vietnam Fatherland Front, in which it affirms that the Vietnam Fatherland Front is a part of the political system of the Socialist Republic of Vietnam.
Clearly stipulate that the Vietnam Fatherland Front plays a presiding role, socio-political organizations, together with other member organizations, coordinate, and at the same time promote the initiative and creativity of each organization in democratic bargaining and unified action.
Regulate socio-political organizations and associations assigned by the Party and the State as member organizations under the Vietnam Fatherland Front, organized and operated consistently in the Vietnam Fatherland Front Committee to ensure the provisions of Articles 9 and 10 of the 2013 Constitution (after amendments and supplements).
Regulations on organizing the Vietnam Fatherland Front at the provincial and commune levels, not organizing at the district level to synchronize with the arrangement of administrative units and local government organizations at 2 levels.
Regulate the duties and powers of the Vietnam Fatherland Front in contacting voters, appointing people's defenders, electing people's assessors, in presiding over and agreeing with socio-political organizations to carry out social supervision and criticism activities.
Reviewing this content, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh gave his opinion on the monitoring and criticism activities of the Vietnam Fatherland Front and member organizations of the Vietnam Fatherland Front.
The Committee for Culture and Society proposes that the drafting agency specify this content in the Charter of the Vietnam Fatherland Front to ensure "regular independence" in the supervision and criticism activities of affiliated member organizations.
Ensure that affiliated member organizations can proactively carry out some monitoring activities for subjects and contents related to union members and association members of their organizations and perform political functions and tasks assigned by the Party and the State.
Mr. Nguyen Dac Vinh also said that there are opinions suggesting that the drafting agency clarify and unify regulations on subjects, content, authority for supervision and social criticism in Articles 26 and 33 of the Law on the Vietnam Fatherland Front to ensure consistency with the position and role of member organizations under the Vietnam Fatherland Front.
Clause 4, Article 1 of the draft Law (amending and supplementing Point b, Clause 2, Article 6 of the Law on the Vietnam Fatherland Front) stipulates the direction of abolishing equivalent administrative units.
However, the draft Resolution amending and supplementing a number of articles of the Constitution stipulates "Deterfinition of types of administrative units under provinces and centrally run cities and the order and procedures for establishing, dissolving, merging, and dividing administrative units, adjusting the boundaries of administrative units as prescribed by the National Assembly".
Therefore, it is recommended that the drafting agency update the amendment and supplementation of the Constitution to ensure consistency when stipulating this content; study the same provisions as Clause 2, Article 8 of the 2024 Trade Union Law.
