On the morning of May 14, the National Assembly discussed the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (first time); the draft Law on Organization of Local Government (amended).
Delegate To Van Tam ( Kon Tum Delegation) expressed some opinions to clarify the necessity and orient the content of amending and supplementing a number of articles of the 2013 Constitution.
According to the delegate, the arrangement of socio-political organizations and mass organizations assigned by the Party to the Fatherland Front is also an important content.
In that spirit, delegate To Van Tam basically agreed with the scope and content of the amendment stated in the submission of the Draft Committee to amend and supplement a number of articles of the Constitution.
The draft Resolution amending Article 9 and Clause 1 of the Vietnam Fatherland Front, which affirms the Front is a part of the political system led by the Party, and adds more contents to clarify and be more profound in the position and role of the Fatherland Front as the political basis of the people's government, political organizations and social organizations.
Basically agreeing with these contents, delegate To Van Tam said that the additional content on "Founce reflecting people's opinions and recommendations to state agencies" is necessary but should be stipulated in the Law on the Fatherland Front instead of included in the Constitution.
According to him, reflection and recommendation are one of the regular specific activities of the Front, and when saying that the Front participates in building the Party and the State, this content itself includes the above activity.
Regarding the organization of local government, the delegate emphasized the clear policy of the Party is to build a model of two levels: provincial and grassroots.
This policy does not reduce the role of state management but aims to streamline the organization, eliminate the intermediary layer, build a government close to the people, close to the people, promptly meeting the legitimate requirements of the people.
The institutionalization of this policy in the Constitution has both theoretical and practical significance.

Commenting on legislative techniques, the delegate proposed to change the termination in the draft from "organizing provincial and centrally-run city government and provincial-level government" to "organizing local government at two levels, provincial and grassroots levels".
According to the delegate, this expression has been used in many resolutions and conclusions of the Politburo and the Secretariat, in accordance with the viewpoints and guidelines of the Party.
Regarding the draft Law on Organization of Local Government amended, delegate Do Thi Viet Ha (Bac Giang delegation) proposed to specify more clearly the responsibilities of the People's Committee and Chairman of the Provincial People's Committee in directly directing and handling the resolution of issues under the tasks and powers of specialized agencies and other administrative organizations under the People's Committees at their level, People's Committees, and Chairmen of Commune People's Committees.
The delegate suggested that there should be stricter regulations in this law or the Government should be given detailed regulations to strengthen the responsibility of the provincial level in ensuring the implementation of tasks and powers.
