On December 7, Prime Minister Pham Minh Chinh chaired the regular Government meeting in December with a working agenda on many important contents.
In his opening speech, the Prime Minister said that in November, in addition to regular tasks and work, there are two very important tasks: developing and implementing plans and schemes to arrange and streamline the apparatus according to the direction of the Central Steering Committee and preparing for the 8th Session of the 15th National Assembly with a lot of content.
The Prime Minister assessed that the ministries and branches are trying to complete the assigned tasks with high quality, promptly handling issues related to socio-economic development, prioritizing higher growth, striving for a growth rate of about 7% in 2024 and completing all 15/15 set targets.
From there, the head of the Government requested to focus on assessing the ability of the socio-economy to recover firmly; assessing the priority for growth, ensuring social security, promoting growth drivers, large projects, and new projects.
Delegates need to point out the bright spots in November and 11 months, the things that have not been done, the limitations, shortcomings, difficulties and challenges; evaluate whether the leadership and management work is appropriate and effective; draw lessons in leadership, direction and management, especially in handling arising, difficult and sensitive issues.
Regarding the work from now until the end of the year, preparing for early 2025, the Prime Minister said, we have to do many things at the same time, including many difficult, complicated, and sensitive tasks.
The first is to focus on accelerating, breaking through, and reaching the finish line in 2024, especially promoting growth, maintaining momentum, and keeping the pace so that the fourth quarter increases by about 7.5%, and the whole year grows by about 7%, contributing to the overall achievements of the 5-year plan.
Second, focus on streamlining the apparatus to be lean, effective, and efficient, combined with restructuring, improving the quality of the staff, civil servants, and public employees, and improving the operational efficiency of the apparatus.
Third is to summarize 2024 and develop an action plan for 2025.
To effectively implement, the Prime Minister said that members of the Government, Ministers, heads of sectors, heads of agencies, levels, sectors and localities under the leadership of the Party must have innovative and breakthrough thinking with higher determination and greater efforts.
Act more decisively, with more focus and key points, organize implementation promptly, flexibly and effectively with the spirit of "dare to think, dare to do, dare to break through for the common good"; "say it and do it, commit to it and do it effectively".
The Prime Minister also thoroughly grasped the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, then only discuss and do, not retreat". Government members, ministers, heads of sectors, and heads of agencies need to have initiatives and breakthroughs to well perform assigned tasks.
In particular, with the arrangement and streamlining of the organizational apparatus, according to the Prime Minister, it is necessary to strengthen leadership and direction, do a good job of ideological work for oneself and one's own agency or unit, contributing to creating unity in the entire political system under the unified leadership and direction of the Party.
The Prime Minister stated that after the meeting, it is necessary to organize and implement well to successfully carry out the tasks of 2024; maintain the development pace in 2025 with a target higher than the target assigned by the Central and the National Assembly, striving for growth of about 8%.
At the same time, create momentum, force and position for the 2026-2030 period with double-digit growth to realize strategic goals by 2030, the 100th anniversary of the Party's founding, and by 2045, the 100th anniversary of the country's founding.
