The Government requires agencies and organizations to arrange to end the activities of the Party Executive Committee and urgently develop plans to establish Party committees and ministerial-level agencies.

Deputy Prime Minister Nguyen Hoa Binh - Deputy Head of the Steering Committee for summarizing the implementation of Resolution 18-NQ/TW - has just signed and issued a plan to guide the arrangement and streamlining of the Government apparatus.

Accordingly, agencies and organizations that have ended the Party Executive Committee's activities must urgently develop plans to establish Party Committees, ministerial-level agencies, and Government agencies directly under the Government Party Committee.

Carry out the arrangement and streamlining of the organizational apparatus (reduce at least 15 - 20% of internal organizational units), review all activities of the steering committees towards ending their activities, and only retain steering committees with necessary functions and tasks.

Reorganize the apparatus associated with reducing the number of cadres, civil servants, and public employees and restructuring, improving the quality of cadres, civil servants, and public employees, improving the effectiveness of state management, meeting the requirements of tasks in the new situation.

For Party committees and organizations: End the activities of the Government Party Executive Committee, establish the Government Party Committee directly under the Central Committee, including Party organizations in ministries, ministerial-level agencies, Government agencies and a number of Party committees in corporations, general companies, and state-owned commercial banks.

Only the Party Committee of the Army and the Party Committee of the Public Security directly under the Central Committee remain the same as at present.

The Government Party Committee, including the executive committee, standing committee, secretary and deputy secretary of the party committee.

End the activities of the Party executive committees, establish Party committees of ministries, ministerial-level agencies, and Government agencies directly under the Government Party Committee, including the executive committee, standing committee, secretary, and deputy secretary of the Party committee; the standing committee of the Party committee includes the Minister as Secretary, Deputy Ministers, Head of the Department of Organization and Personnel, and a full-time deputy secretary.

For ministries and ministerial-level agencies: maintain 8 ministries and ministerial-level agencies (with internal organization and apparatus rearrangement and streamlining), including: Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, Government Office, Government Inspectorate and State Bank.

According to the plan, the Ministry of Planning and Investment and the Ministry of Finance will be merged, the proposed name will be the Ministry of Finance and Development Investment or the Ministry of Economic Development.

Merge the Ministry of Transport and the Ministry of Construction, expected to be the Ministry of Infrastructure Development or the Ministry of Transport and Urban and Rural Construction.

Merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, the proposed name is the Ministry of Agriculture and Natural Resources and Environment, to overcome some overlaps in the implementation of management tasks on water resources, river basins and biodiversity.

Merge the Ministry of Information and Communications and the Ministry of Science and Technology, the proposed name is the Ministry of Science, Technology and Digital Transformation or the Ministry of Science, Technology, Digital Transformation and Communications.

Merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs and Labor and transfer the state management function of vocational education to the Ministry of Education and Training, and transfer the state management function of social protection, children, and prevention and control of social evils to the Ministry of Health.

The Ministry of Health will proactively coordinate with the Central Organizing Committee to take over some tasks of the Central Health Care Protection Committee (when this committee ends its activities). At the same time, it is expected to take over state management of: social protection; children; prevention and control of social evils from the Ministry of Labor, War Invalids and Social Affairs.

The Ministry of Foreign Affairs proactively coordinates to take over the main tasks of the Central Commission for External Relations and the National Assembly's Foreign Affairs Committee (when the activities of these two committees end).

The Ministry of Home Affairs proactively develops a plan to reorganize the National Academy of Public Administration by merging it into the Ho Chi Minh National Academy of Politics. At the same time, it presides over and coordinates with the Ministry of Labor, War Invalids and Social Affairs to develop a project to merge the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs (after transferring some functions to the Ministry of Education and Training and the Ministry of Health).

Coordinate with the Ethnic Committee to transfer the functions and tasks of the Government Committee for Religious Affairs to the Ethnic Committee.
