On April 16, information from Lang Son Provincial Party Committee said that the Executive Committee of the Party Committee of Lang Son province has just held a thematic conference to discuss and comment on the plan of arranging and merging communal administrative units (DVHC) in the province in the province in the period 2023-2030.
At the Conference, the leaders of the Department of Home Affairs presented the draft plan, whereby the whole province will consolidate 194 communal units into 65 new DVHC, including 4 wards and 61 communes.
This plan helps reduce 66.5% of the total number of communal administrative units today, contributing to streamlining the apparatus, improving the efficiency of management and serving the people.
The naming of administrative units after the merger will be flexibly implemented, based on the harmonious combination of current name, administrative order number or cultural and traditional factors that bring local identity.
Also at the Conference, the basic delegates agreed with the draft plan. Many comments focus on adjusting the boundaries between villages, in order to create favorable conditions for people in approaching the commune office and implementing administrative procedures.
The Secretary of Lang Son Provincial Party Committee Hoang Van Tinh asked the District Party Committee and the Party Committee to coordinate closely with the People's Committee of the same level to develop a detailed project, send it to the Department of Home Affairs to summarize and complete the province's general project.
In particular, ideological work should be focused to create consensus among cadres, party members and people. Agencies and units need to strengthen propaganda and clarify the objectives and benefits of arranging to avoid psychological confusion and anxiety among cadres and people.
Regarding the work of officials, the Provincial Party Committee's Organizing Committee is assigned to coordinate with localities to review the source of personnel, develop a plan to mobilize, assign and arrange appropriate cadres for new communes after merger. The introduction and appointment of personnel holding the position of leadership at the commune level should ensure continuity, without interrupting the operation of the government apparatus.
The Secretary of the Provincial Party Committee also requested the arrangement process to take place cautiously, without affecting the regular work. Localities need to carefully review the tasks of socio -economic development, national target programs, project works ... to adjust in accordance with the new organization scale after the merger.
Immediately after the Conference, the Provincial People's Committee continued to direct the specialized agencies to complete the dossier, develop a detailed project at the district and provincial level, ensuring the progress of submission to the central government before 1.5 in accordance with regulations.
