On July 11, the Can Tho City Party Committee held an online conference to assess the performance of communes and wards in the city after 10 days of implementing the arrangement of administrative units.
At the conference, many localities made recommendations on lack of personnel and limited facilities after the merger. The proposals focus on repairing and upgrading working headquarters, building public housing for officials living far away, adding equipment for public administration and applying support and compensation policies for officials and civil servants in the early stages of their work and when they are on duty.
Speaking at the conference, Secretary of the Can Tho City Party Committee Do Thanh Binh requested localities to urgently complete personnel work, ensuring the principle of "choosing people to work", selecting enough, choosing correctly, in accordance with capacity and practical requirements.
"Where there are enough personnel, we will focus on training and fostering. Wherever there is a shortage, it must be supplemented promptly, absolutely not to interrupt operations or affect people's services," Mr. Binh emphasized. He also directed a quick summary of the personnel situation to promptly find appropriate solutions.
The Secretary of the City Party Committee noted to strengthen discipline, order, solidarity in the political system, clearly assign people and responsibilities, avoid avoid avoidance and overlap. In particular, the preparation for commune and ward-level congresses is required to be seriously implemented, selecting 4 units as scoring points, ensuring success in both content and form.
The Secretary of the City Party Committee also directed the settlement of administrative procedures for people and businesses on time, without causing inconvenience. Accordingly, it is necessary to arrange enough personnel at the Public Administration Service Center and effectively implement the digital transformation plan of the City Party Committee and the City People's Committee.
Chairman of Can Tho City People's Committee Tran Van Lau requested departments and branches to promptly update new regulations on decentralization and delegation of authority from the Central Government to avoid confusion in management.
The Chairman of the City People's Committee also noted the management and use of public assets after the merger, to avoid widespread shopping. "All assets that are still valuable for use should be maximized, all types of damaged or unusable should be clearly counted and submitted to the council for consideration, not for the merger but for the entire investment. The general spirit is to be economical, efficient, and avoid waste, Mr. Lau emphasized.
Regarding public investment, the Chairman of the City People's Committee proposed to speed up the progress of site clearance and capital disbursement, not leaving capital "waiting".
