At the meeting, Mr. Tran Huy Tuan - Chairman of Lao Cai Provincial People's Committee reported: In 9 months, the province's GRDP growth rate reached 7.38%, ranking 4th out of 9 localities in the Northern Midlands and Mountainous Region and 22nd out of 34 provinces and cities.
Disbursement of public investment capital reached VND 7,618 billion, equal to 49.3% of the plan assigned by the province. For the capital plan assigned by the Prime Minister alone, the disbursement reached VND6,419 billion, equal to 70.1% of the plan (ranking 5th out of 34 provinces and cities).
The operation of the 2-level local government model is basically stable and smooth, completing the streamlining of the system of administrative agencies and units.
Currently, the total number of civil servant positions at the provincial level is 2,249/2,532 positions; at the commune level is 4,139/4,659 positions; the total number of civil servant positions is 37,509/42,098 positions, of which, at the provincial level, there are 8,489 positions, at the commune level, there are 29,020 positions.
In the remaining months of 2025, Lao Cai province will focus on concretizing the contents and implementing the Resolution of the 1st Lao Cai Provincial Party Congress, term 2025 - 2030; effectively operating the 2-level local government apparatus, promoting decentralization, clearly defining the authority of the provincial and commune levels in each sector and field; determined to innovate thinking and action in the direction of shifting from "management" thinking to "creating and serving".
At the meeting, Lao Cai province proposed and recommended to the Deputy Prime Minister and the working delegation a number of issues related to investment attraction, promoting growth and socio-economic development; reviewing and supporting funding from the central budget to repair and renovate headquarters, public housing, and purchase equipment for agencies, units, communes, wards, etc.
Concluding the working session, Ms. Pham Thi Thanh Tra - Deputy Prime Minister highly appreciated the achievements of Lao Cai province in all fields in the first 10 months of 2025, notably the development of the economy; arrangement and streamlining of the apparatus, operation of the 2-level local government model.
Ms. Pham Thi Thanh Tra stated that it is necessary to change thinking and methods to operate effectively, especially at the provincial level, changing from management thinking to local governance thinking; promoting autonomy, self-management, and self-responsibility of the community; creating motivation to lead from local governments.
The Deputy Prime Minister acknowledged the proposal of Lao Cai province on repairing and renovating headquarters, public housing, and purchasing equipment for agencies, units, communes, and wards; at the same time, he said that he would consider and synthesize in localities in general to have a project to support the collective.
Previously, after attending the groundbreaking ceremony for the construction of 4 inter-level boarding schools in border communes of Lao Cai province, Deputy Prime Minister Pham Thi Thanh Tra and the Government working delegation visited and worked with a number of communes and wards to survey the socio-economic development situation, national defense - security and practical operations of the grassroots government after the arrangement of new administrative units.
