The Ministry of Agriculture and Environment requested to close the bottom spillway of Hoa Binh hydroelectric reservoir at 2:00 p.m. this afternoon.

The Ministry of Agriculture and Environment has just issued a telegram on closing the bottom spillway of Hoa Binh hydroelectric reservoir. The dispatch clearly stated that at 2:00 p.m. on July 30, 2025, the upstream water level of Hoa Binh Lake was at 100.42m, the downstream water level was 13.29m, the flow to the lake was 3,449 m3/s, the total downstream flow was 3,940 m3/s.

Implement the Inter-reservoir operation process in the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir operation process in the Red River basin; Resolution No. 102/NQ-CP dated June 29, 2024 of the Government on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the direction and command of civil defense agencies at all levels, Document No. 3995/VPCP-NN dated May 8, 2025 of the Government Office on organizing monitoring, supervision and implementation of natural disaster prevention and control work, Minister of Agriculture and Environment and Order of Director of Hoa Binh Hydropower Company:

Closing 01 bottom spillway of Hoa Binh Lake at 14:00 on July 31, 2025. Closely monitor the development of floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment.

The Ministry also sent an official dispatch to the People's Committees of the provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh on ensuring safety downstream when operating Hoa Binh hydroelectric reservoir. The Ministry of Agriculture and Environment requests the People's Committees of provinces and cities:

Notify authorities at all levels, people, and organizations operating on rivers and along rivers to know information to proactively take measures to ensure safety and adjust operations accordingly. Timely report any unusual situations to the Ministry of Agriculture and Environment.

On the same day, the Ministry of Agriculture and Environment also issued a telegram on closing the Thac Ba hydroelectric reservoir's discharge gate. Accordingly, at 7:00 a.m. on July 31, 2025, the upstream water level of Thac Ba Lake was at 55.93 m, the downstream water level was 24.50 m, the flow to the lake was 292 m3/s, the total downstream flow was 503 m3/s.

The Minister of Agriculture and Environment ordered the Director of Thac Ba Hydropower Joint Stock Company: close 02 face-to-face gates (No. 01 and No. 03) at 4:00 p.m. on July 31, 2025. Closely monitor the development of floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment.

To ensure safety when operating Thac Ba hydroelectric reservoir, the Ministry of Agriculture and Environment recommends that the People's Committees of Lao Cai, Tuyen Quang, Phu Tho provinces and cities, Hanoi notify all levels of government, people, and organizations operating on rivers and along rivers to know information to proactively take measures to ensure safety and adjust operations accordingly.

Timely report any unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
