The conference was organized by the Central Policy and Strategy Committee, Ho Chi Minh National Academy of Politics, and the Central Theoretical Council in coordination with the Hai Phong City Party Committee and relevant agencies to organize the National Science Conference with the theme: "Innovating the country's development model based on science, technology, innovation and digital transformation".
Co-chairing the Workshop were: Mr. Nguyen Thanh Nghi, Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee; Mr. Doan Minh Huan, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics; Prof. Dr. Nguyen Xuan Thang, former member of the 13th Politburo, Chairman of the Central Theoretical Council; Mr. Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city co-chaired the Workshop.

Also attending the Conference were leaders of Central Committees, Ministries, sectors, provinces, cities, scientists, experts, international organizations and the business community.
The conference is a scientific forum of particular importance to provide theoretical and practical arguments to serve the development of the Project "Innovating the country's development model based on science, technology, innovation and digital transformation" submitted to the 3rd Conference of the 14th Party Central Committee.
Speaking at the opening of the Conference, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi emphasized: After nearly 40 years of renovation, the country's development model has gradually been perfected, bringing Vietnam from a less developed economy to one of the most dynamic economies, with the 32nd largest GDP in the world in 2025, in the group of 15 countries with the largest trade scale globally. However, the current growth model still reveals many limitations when it is still heavily dependent on capital, labor and resource exploitation; productivity, quality, and competitiveness are not high; innovation capacity and technology mastery are still limited.
According to the Head of the Central Policy and Strategy Committee, in the context of the fourth industrial revolution taking place strongly, science, technology, innovation and digital transformation have gone beyond the scope of purely economic driving forces to become the foundation of national competitiveness, strategic autonomy and security development. Therefore, innovating the country's development model based on science, technology, innovation and digital transformation is not only an objective requirement but also a strategic choice of decisive significance for the future development of the country.

According to Comrade Nguyen Thanh Nghi, the Document of the 14th Party Congress continues to affirm the requirement to innovate the development model towards modernity, green, digital and based on knowledge; taking science, technology, innovation and digital transformation as the main driving forces for rapid and sustainable development.
Speaking to welcome the Conference, Hai Phong City Party Secretary Le Ngoc Chau affirmed that the organization of the Conference in Hai Phong is of particular importance both in theory and practice, contributing to clarifying major orientations, mechanisms, policies and breakthrough solutions to promote rapid and sustainable development on the basis of science, technology, innovation and digital transformation.
Hai Phong City Party Secretary said that after merging with Hai Duong province, Hai Phong enters a new development phase with a larger scale, more important position and stronger development potential. "The city is determined not only to be an industrial center, seaport, modern logistics but also to become a growth pole based on knowledge, science and technology, innovation and digital transformation; building the city into an international center for training, research and application of marine science and technology of the whole country..." - City Party Secretary Le Ngoc Chau said.
Speaking to host the Conference, Prof. Dr. Nguyen Xuan Thang, Chairman of the Central Theoretical Council, said that innovating the country's development model based on science, technology and innovation is a matter of special theoretical and practical significance in the new context to improve strategic autonomy capacity, promote rapid growth and sustainable development of the country.
Prof. Dr. Nguyen Xuan Thang emphasized that Vietnam's new development model must take people as the center, both as a goal, and as a driving force and resource for development, rapid but sustainable development. Science, technology, innovation and digital transformation are not only growth drivers but must be integrated with cultural and social development, environmental protection, green transformation, energy transition, improving the quality of human resources and innovating the national governance model.
At the Conference, delegates, experts, and scientists focused on discussing and clarifying the theoretical basis and international experience on the national development model; assessing the current situation of Vietnam's development model after 40 years of renovation; analyzing new opportunities and challenges under the impact of science and technology and digital transformation; and proposing viewpoints, orientations, and solutions to innovate the pillars of the country's development model in the coming period.
