At the Digital Transformation Seminar "Connecting " survival" between the two levels of local government on the morning of July 24, Vice Chairman of Hanoi People's Committee Truong Viet Dung said that data connection is the "golden key" in implementing administrative reform, at the same time setting a target of 100% of records being resolved online, aiming to implement administrative procedures completely online.
Mr. Dung emphasized: In recent times, Hanoi has identified that digital transformation and administrative reform are not simply technical tools, but are issues of thinking and organizing the apparatus. Data connection plays a key role in effectively implementing administrative reform contents, in which priority is given to online settlement of the entire process.
According to Mr. Dung, Hanoi is the first locality in the country to implement the one-level Public Administration Service Center model. To date, the model has been expanded with 126 points, 12 branches and 476 kiosks to support people in performing public administrative procedures.
Regarding digital transformation, Hanoi has applied many new ways. With the advantage of having about 97 academies and universities, the city selects students with knowledge and skills in information technology to participate in support. According to Mr. Dung, during the implementation process, the city mobilized youth groups, teams, and youth unions, but the effectiveness was only achieved when selecting the right people with appropriate expertise.
Currently, the city is coordinating with Hanoi University of Science and Technology and will issue a directive on the "45-day and night launch" campaign to support grassroots governments in digital transformation by "hand-holding" and focusing on serving people.
Up to now, Hanoi has designed more than 2,000 processes in a synchronous manner, focusing on about 100 procedures that generate many documents such as: Judicial records, secured transactions, birth procedures, permanent registration, social insurance for children under 6 years old... Selecting and prioritizing these procedures helps improve the efficiency of processing documents for people.
Regarding the target of handling administrative procedures (AP) on July 21, the Hanoi People's Committee assigned KPI to localities and set a target that by July 30, 126 communes, wards and related units must ensure that at least 80% of AP is resolved online, of which at least 20% is implemented online throughout the process.
Hanoi also attributes the responsibility of the head to the implementation results at the grassroots level. However, Mr. Dung admitted that in many communes, wards, and grassroots cadres are facing difficulties due to the large workload, while human resources are still limited. Therefore, Hanoi has proactively sent city-level officials to increase support for commune-level areas.
In addition to the operating unit, the Public Administration Service Center has sent staff to 126 communes; 10 groups of lawyers send 2 lawyers every day to these locations to provide legal advice and support people; in addition, the Youth Union force coordinated the implementation. After more than 20 days of implementation, the city has recorded and accepted the difficulties from the grassroots, especially the pressure and hardship of the team in the commune and ward.
Vice Chairman of Hanoi People's Committee Truong Viet Dung expressed his hope that central ministries, branches and experts will continue to accompany in designing the architecture of the digital transformation system, so that Hanoi can operate more synchronously and effectively, in accordance with the strong direction of the General Secretary and the Prime Minister.
Mr. Dung further emphasized: With the spirit of "only discussing work, not retreating" of the Prime Minister, Hanoi is committed to being a pioneer, ready to accept pilot models, even in cases without legal precedent. The city will proactively build and hand over digital transformation products to share and replicate nationwide.
On the morning of July 24, the Government Electronic Information Portal coordinated with the Office of the Hanoi People's Committee to organize a seminar on "Digital transformation - A bridge to " survive" between the two levels of local government", discussing in depth the experience and issues raised in applying science and technology, innovation and digital transformation to the reality of building and operating a new government model.
