Building a scientific, strict, long-term stable and sustainable Party Charter
This content is stated in Notice No. 140-TB/VPTW dated August 8, 2026 of the Party Central Committee Office announcing the Conclusion of General Secretary, President To Lam, Head of the Steering Committee at the first session of the Central Steering Committee on summarizing practice and studying amendments and supplements to the Party Charter.
Notice No. 140-TB/VPTW clearly states that on August 5, 2026, at the Party Central Committee Headquarters, the Central Steering Committee for summarizing practice and researching amendments and supplements to the Party Charter (hereinafter referred to as the Steering Committee) will hold the first meeting chaired by General Secretary and President To Lam - Head of the Steering Committee.
After listening to the report of the Central Organization Committee - the standing agency of the Steering Committee and the opinions of the delegates, General Secretary and President To Lam concluded some contents.
In which, summarizing practice and researching the amendment and supplementation of the Party Charter is a particularly important political task of the XIV Party Congress term, directly serving the amendment and supplementation of the Party's Political Platform and preparing for the XV Party Congress.
The Party Charter is a basic political and legal document on the organization and operation of the Party; concretizing the Political Platform on organizational principles, operating regimes, rights and responsibilities of party members, inspection, supervision and Party discipline. The core contents of the current Party Charter still retain their value. The study of amendment and supplementation needs to be placed in the overall process of studying and amending the Political Platform and Constitution; promptly collect opinions from the Party and the People; the goal is to build a scientific, strict, concise, easy-to-understand, and easy-to-implement Party Charter; stable in the long term and with sustainable value.
The notice also clearly states the orientations for some contents to focus on summarizing and researching. These include basic issues on the Party, Party members, grassroots Party organizations and relations with the People; On the organizational system, leadership methods of the Party in the new model; On inspection, supervision, Party discipline and power control; On digital transformation, specific and technical fields of the Party Charter.
Opinion gathering is carried out in many rounds, targeting the right people, hitting the right issues and being substantive.
The notice also clearly states, regarding the methods and ways of deploying and implementing the summary task: It is necessary to inherit the Summary Report of 15 years of implementing the Party Charter, focusing on updating the reality after arranging the organizational structure and implementing Regulation No. 208-QD/TW, dated July 26, 2026 of the Party Central Committee on the implementation of the Party Charter.
Correctly identify basic, common, and long-term issues that need to be resolved at the Party Charter level. Combine organizing wide-ranging surveys with in-depth research; between synthesized data and specific examples; between summarizing practice and developing theory. Select survey areas to ensure representativeness, especially focusing on grassroots levels and specific areas. Selectively refer to international experience but must closely follow Vietnamese practice; absolutely not rigid or mechanical.
The opinion collection is carried out in many rounds, targeting the right subjects, hitting the issue and being substantive. Each proposed plan must clearly state the political-legal basis, strengths and weaknesses, impact assessment and implementation conditions. All participating opinions must be summarized truthfully and objectively; the reception or preservation must be explained clearly, thoroughly, and scientifically.
Regarding the progress and roadmap for summarizing, Notice No. 140-TB/VPTW clearly states, agreeing with the proposal of the Central Organizing Committee; requesting careful review, clarifying timelines, determining specific content, output products and quality control mechanisms.
In which, ensure: In 2026, complete the outline, methods, and list of topics.
Throughout 2027 and 2028, research and develop specialized topics, organize surveys, preliminary review models, identify issues that need to be amended and supplemented; develop draft overall reports, and collect opinions in many rounds.
In 2029, absorb and complete the draft General Report, ensuring synchronization with the Report summarizing 100 years of the Party leading the Vietnamese revolution, orienting the leadership of national development in the next 100 years (2030-2130) and summarizing 40 years of implementing the Platform for building the country in the transitional period to socialism, ensuring to provide solid scientific and practical arguments; as a basis for the Subcommittees of the 15th Party Congress, especially the Party Charter Subcommittee to build and propose to the 15th Party Congress to consider and amend the Party Charter according to regulations.
