Propaganda on equality in policy implementation
In the process of implementing the regime and policies for cases of cadres and leaders retiring early or quitting their jobs according to Decrees 177/2024/ND-CP, 178/2024/ND-CP and 67/2025/ND-CP, some hostile forces have distorted and attacked the policies of our Party and State.
One of the arguments that hostile forces and political opportunity elements take advantage of to cause public confusion, aiming to distort equality and cause conflict between workers and State officials. They advertising that: When cadres, civil servants, public employees, and workers retire but still enjoy the policy with an income equal to or many times higher than the current employee, it is unfair and unreasonable; Compared to workers who have to pay unemployment insurance but only receive a small subsidy, this policy is too unfair. This is a deliberate distortation, aiming to disrupt the nature of the policy according to Decree 178/2024/ND-CP, thereby creating a false view of "social equality".
And it is also a distortation of the policy nature, deliberately creating a psychology of comparison and division within the Party, undermining the trust of cadres, Party members and people in the leadership of the Party and the management of the State...
In fact, Decree No. 178/2024/ND-CP is not a "normal pension", but a special policy, supporting those who retire early due to organizational arrangement.
playing with the concept creates laziness, deliberately dividing
The comparison of retired people receiving equal or higher than those working is a dismissal of the concept because the support level is only applied once or for a certain period of time, associated with the situation of streamlining, not necessarily equivalent to a long-term pension regime.
In addition, this policy is to encourage, motivate, and ensure the rights of cadres who are willing to make room for young, dynamic cadres to contribute to innovation, improve the effectiveness and efficiency of the apparatus; the policy is higher than the current salary to compensate for disadvantages, because those who retire early will have their working process shortened, reduce promotion opportunities and receive long-term pensions.
Comparing specific policies for cadres in streamlining the apparatus with unemployment insurance is a tedious comparison, deliberately causing division. Unemployment insurance is a payment - benefit regime, applied to employees in market relations. Meanwhile, the policy in Decree 178/2024/ND-CP is an adjustment of public policy, demonstrating the responsibility of the Party and State in ensuring the rights of those who have to retire early due to general requirements of the political system.
It is necessary to understand that social justice here is not about equality, dividing everyone equally, but fairness in the circumstances, position and contribution of each subject, to ensure the rights and stabilize the lives of civil servants and public employees who retire due to organizational arrangement. If we consider "young retirees doing nothing but still getting a salary", it is a distortation and denial of long-term contributions of cadres and civil servants throughout their working process. The above arguments are a waste of concepts, tedious comparisons, and intentional exaggerations, aimed at spreading dissatisfaction, stirring conflicts between cadres in the political system and social workers.
It is necessary to affirm that Decree 178/2024/ND-CP is a humane, fair solution, ensuring the harmony of interests in the process of restructuring and streamlining the apparatus, not privileges or special benefits. Since the end of August 2025, the Government Steering Committee on the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels has issued Official Letter 18/CV-BCD to central and local agencies, in which the Official Letter emphasized the issue of strictly prohibiting policy profiteering when resolving the regime according to the Decree.
In the revolution of innovating the political system and streamlining the apparatus, the issuance of regulations, mechanisms and policies by our Party and State for early retirees is a very timely and meaningful step, demonstrating the human values and superiority of policies, in line with the resources and current context of the country, contributing to promoting the improvement of the administrative apparatus, implementing the policy of restructuring the apparatus to not affect operations and implement socio-economic development goals.
