A commune with up to 200-300 red books is mortgaged to a bank
From September 1 to November 30, 2025, Hanoi will launch a campaign "90 days of land data cleaning" - this is an opportunity for the city to thoroughly resolve the situation of disjointed and inconsistent land data. When data is clean, transparent and linked to population data, we will have a solid foundation for more effective management, serving people faster, minimizing disputes and complaints.
When the land database is standardized and connected with other national data systems, Hanoi will have effective tools to plan development policies, attract investment and manage the real estate market more transparently.
At the same time, people will benefit directly when administrative procedures such as granting red books, transferring, mortgaging or inheriting take place more quickly, conveniently and transparently than before.
However, according to Lao Dong, the implementation of land data collection in some wards and communes of Hanoi still has some problems.
Talking to Lao Dong, Mr. Nguyen Long (Minh Chau commune, Hanoi) said that last weekend, he received a notice from the commune officials about collecting photocopy of the red book, pink book and citizen identification card (CCCD).
However, he said that at this time, there were still some households in the area where he lived that mortgaged their red books at the bank, so they had to ask for permission from the bank to be able to photocopy the red books. In addition, some families are absent or busy with work and cannot complete the application as required.
"In my personal opinion, it would be more convenient for people to update information to the electronic system themselves. Because many people are busy and do not have time to take photos of their documents, it takes a lot of time for both the people and the authorities," Mr. Long suggested.
Talking to Lao Dong, Mr. Nguyen Dai Hai - Head of the Economic Department of Minh Chau commune said that Minh Chau has a fairly high rate of people who have been granted land use right certificates, only about 5-10% of households do not have certificates.
According to him, to implement the 9-day campaign to clean up and enrich land data, these days, the Commune People's Committee staff are coordinating with functional forces to scan and collect land data and red books, in accordance with the direction of the Hanoi People's Committee.


"The data collection progress is being urgently deployed by commune officials, authorities at all levels and functional forces, speeding up the progress. Up to now, the work has completed about 70% of the plan. It is expected that by October 30, we will complete all data to send to the Department of Agriculture and Environment," said Mr. Hai.
According to Mr. Hai, for households with land use right certificates (red books), data collection is going smoothly. However, in Minh Chau commune, there are still some difficulties and problems, notably, many households are mortgaging red books at banks, causing the process of collecting and updating land data to take more time.
"People mortgaging red books at banks forces us to work directly with the bank to ask for a photocopy or copy of the minutes to serve the data update.
Along with that, there are also some cases of losing red books, but this number is not much," said Mr. Hai.
According to Mr. Hai, according to preliminary statistics, the authorities were quite surprised when the number of red books of people in the commune being mortgaged at banks was estimated at about 200 - 300 cases, and could not be withdrawn. Among these, there are cases that have been mortgaged for a long time, about 20 years ago.
Mr. Dinh Quoc Thai - Head of the Economic Department of Son Dong commune said that Hanoi City is currently directing the 90-day Land Data Cleaning Campaign and localities must implement it quickly.
However, Mr. Quoc Thai is concerned about not being allowed to apply AI technology in collecting data on red books and CCCDs. "This makes it very difficult for most officers who are reading documents and manually performing, merging 20 data fields, which will affect progress and quality," said Mr. Thai.
Regularly working until 9pm-22am, speeding up land data cleaning
Currently, the city's tax authority is accelerating the implementation of the "90-day and night campaign to get rich, clean up land databases".
In addition to the regular workload, Hanoi tax officials must review and check land data and directly guide people to declare and pay taxes online.
The dossier that needs to be processed is huge, ranging from land use tax, registration fees to other revenues related to land transfer and lease. Each set of documents must be cross- compared with data from land use authorities, land registration offices, notary agencies, etc.

Ms. Le Thanh Huyen - Hanoi Tax officer, campus 6 said that for many weeks now, she and her colleagues have been working regularly until 9-10pm, almost no days off. She and her colleagues regularly go to each residential area and each residential group, patiently supporting people to install applications and remove problems.
In addition, tax officials also have to face backlog of records, land violations, and tense exchanges with people and businesses. There, ingenuity, courage and service spirit become the measure of each cadre on the front line.
The leaders of Hanoi Tax have also directed tax units in the entire system in the city to be determined to carry out the campaign. Thereby meeting urgent requirements in tax management in the land sector and coordinating with local authorities to successfully implement the two-level government model.
