On the morning of April 2nd, the Ministry of Justice coordinated with the Hanoi People's Committee to organize a Workshop on revised Capital Law: Creating institutions and outstanding development space for Hanoi City.
Speaking at the opening of the conference, Member of the Party Central Committee, Deputy Minister of Justice Phan Chi Hieu emphasized that the preparation for the revised Capital Law project has been meticulously and seriously prepared by the Ministry of Justice in coordination with the Hanoi People's Committee, ministries, branches and some localities in accordance with the provisions of the Law on Promulgation of Legal Documents.
Recognizing the importance and meaning of amending the Capital Law, right from the time it was assigned the task of presiding over the drafting, the Ministry of Justice determined that this is not just a draft law but an opportunity to create institutions, create a strong enough legal space for Hanoi to proactively develop, create spillover effects, and lead localities in the region and the whole country.
In particular, this time there is a very new approach that the Capital Law will lay a legal foundation for Hanoi to test some new mechanisms and policies, playing the role of a "model" to be able to evaluate, summarize and if there is enough basis, then replicate it nationwide.

Mr. Nguyen Quoc Hoan - Director of the Department of Legal Document Development - Ministry of Justice emphasized that the Draft Capital Law does not only stop at adjusting legislative techniques but also reflects a profound change in development thinking, from stable management to breakthrough creation, from passive response to proactive design and policy guidance for Hanoi to proactively break through in the new era.
If previously, Hanoi mainly implemented regulations and mechanisms issued by the Central Government in a unified direction, then with the new approach, the city is given broader authority to proactively build, select and adjust policies suitable to its development characteristics.
With this mechanism, Hanoi gradually becomes a "policy creator", capable of leading new development models, contributing to realizing the goal of building the Capital into an innovation center, a global city in the new era.
The Director of the Department of Legal Document Development said that in the draft Capital Law, Hanoi is assigned a total of 192 powers, of which the power of the People's Council is 124, the power of the People's Committee is 56 and the power of the Chairman of the People's Committee is 12.
It is noteworthy that among those 192 powers, there are 85 completely new powers and 57 other powers that state agencies have stipulated in higher-level state agencies.
With this approach, it does not only stop at transferring tasks from central agencies to Hanoi City, but here it has determined that the city truly becomes the subject, the center of governance to create opportunities for development.Strong empowerment also opens up a large space for the Capital to proactively innovate in the management of the Capital.
At the workshop, delegates also focused on discussing and contributing opinions to a number of key issues on outstanding special mechanisms and policies in the draft revised Capital Law, especially in the fields of finance, budget, investment, attracting high-quality human resources, developing science and technology, innovation and protecting the Capital's environment.
The presentations also contributed opinions on regulations related to planning, urban development, synchronous and modern infrastructure development. Especially mechanisms to promote urban development in the direction of public transport (TOD), smart cities, green cities and regional linkage issues.
The opinions exchanged at the workshop to serve the reception, explanation, and completion of the draft Law will be fully summarized by the Ministry of Justice to ensure that there is a draft law of the highest quality, creating a solid legal foundation for Hanoi to develop quickly and sustainably, worthy of being the Capital, the national political - administrative center in the new era.
