The Government has just issued Decree No. 161/2026/ND-CP stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces. Accordingly, the base salary will increase to 2,530,000 VND/month from July 1, 2026.
The Decree stipulates the base salary level applicable to salaried people, allowances and bonus regimes applicable to salaried people working in agencies, organizations, public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations directly under the Vietnam Fatherland Front and social organizations performing tasks assigned by the state at the central level, in provinces, centrally-run cities, in communes, wards, special zones directly under the provincial level, in special administrative-economic units and armed forces.
Subjects of application
1. Salary and allowance beneficiaries applying the base salary include:
a) Officials and civil servants from central to commune level specified in Article 1 of the Law on Officials and Civil Servants;
b) Public employees in public non-business units specified in Article 1 of the Law on Public Employees;
c) People doing jobs under labor contracts in administrative agencies and public non-business units specified in the Government's Decree are subject to application or agreement in labor contracts applying salary ranking according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and armed forces;
d) People working within the staffing quota at associations supported by the state budget for operating expenses according to the provisions of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government stipulating the organization, operation and management of associations;
e) Officers, professional soldiers, workers, defense officials, defense civil servants and contract workers of the Vietnam People's Army;
e) Officers, sergeants receiving salaries, police workers and contract workers under the People's Police;
g) People working in cipher organizations;
h) Non-commissioned officers and soldiers of the Vietnam People's Army; non-commissioned officers and soldiers of the People's Police;
i) Non-specialized personnel in villages and residential groups.
2. Salaried people specified in points a, b, c, d, d, e and g mentioned above (excluding subjects receiving allowances and living expenses) are subject to the bonus regime.
The Decree stipulates the base salary level used as a basis for calculating salary levels in salary scales, allowance levels and implementing other regimes according to the provisions of law for subjects specified in Article 2 of this Decree;
Calculate operating fees and living expenses according to the provisions of law; calculate deductions and benefits according to the base salary.
For agencies and units that are being applied special financial and income mechanisms at the central level, according to point c, clause 6. 2 Resolution No. 142/2024/QH15 dated June 29, 2024 of the 7th session, 15th National Assembly: Implement the preservation of the difference between the salary and additional income in June 2026 of cadres, civil servants, and public employees and the salary from July 1, 2026 after amending or abolishing the special financial and income mechanism.
While these mechanisms have not been amended or abolished, the monthly salary and additional income level calculated according to the base salary of 2,530,000 VND/month according to the special mechanism from July 1, 2026 will be implemented, ensuring that it does not exceed the salary and additional income level enjoyed in June 2026.
