The expected regional allowance is regulated to include 7 levels: 0.1; 0.2; 0.3; 0.4; 0.5; 0.7 and 1.0 compared to the base salary level.

The Ministry of Home Affairs is seeking opinions on the draft Circular amending and supplementing a number of contents of Joint Circular No. 11/2005/TTLTBNV-BLĐTBXH-BTC-UBDT dated January 5, 2005 of the Minister of Home Affairs, Minister of MOLISA, Minister of Finance and Minister, Chairman of the Committee for Ethnic Minorities guiding the implementation of regional allowance regime (replacing Circular No. 23/2025/TT-BNV).

Accordingly, one of the amended and supplemented contents is to replace the phrase "General minimum wage" with the phrase "Base salary" at point a, clause 2, section II of Joint Circular No. 11/2005/TTLTBNV-BLĐTBXH-BTC-UBD.

Thus, the regional allowance is expected to be regulated in 7 levels: 0.1; 0.2; 0.3; 0.4; 0.5; 0.7 and 1.0 compared to the base salary level; the level of 1.0 only applies to particularly difficult and arduous islands such as the Truong Sa archipelago.

The regional allowance level is calculated according to the following formula: Regional allowance level = Regional allowance coefficient x Base salary level.

The draft Circular also mentions amendments and supplements to Clause 5, Section I as follows: Officers, professional soldiers, non-commissioned officers, soldiers, officers, civil servants, public employees, and workers in the payroll who are working in agencies and units under the Vietnam People's Army and the People's Police.

The Ministry also proposed to amend and supplement Clause 1, Section I: Officials, civil servants, public employees and contract workers (including those who are in probation) who have been ranked according to the salary scale prescribed by the State working in state agencies and state-owned non-business units established by competent authorities.

According to the draft submission, the Ministry of Home Affairs said that to date, the Government has promulgated the Law on Cadres and Civil Servants in 2025 and the Law on Public Employees in 2025, effective from July 1, which no longer stipulates probationary regimes.

Based on Conclusion No. 206-KL/TW of the Central Executive Committee, Resolution No. 74/NQ-CP of the Government, the Minister of Home Affairs issued Circular No. 23/2025/TT-BNV on amending and supplementing a number of contents of Joint Circular No. 11/2005/TTLTBNV-BTC-BLĐTBXH-UBDT on guiding the implementation of regional allowances.

Implementing the provisions of Article 11 of Decree No. 79/2025/ND-CP (amended in Decree No. 187/2025/ND-CP) of the Government on inspection, review, systematization and handling of legal normative documents, the Department of Salary and Social Insurance has reported to the Ministry's leaders to sign and issue official letter No. 1370/BNV-CTL&BHXH sent to Ministries, Provincial and City People's Committees requesting review of the implementation of Circular No. 23/2025/TT-BNV.

Based on the review results and proposals of the Ministry, agencies and People's Committees of provinces and cities on the implementation of regional allowance regimes and based on the unanimous opinions of the Ministry's leaders, the Department of Salary has developed and completed the draft Circular amending and supplementing a number of contents of Joint Circular No. 11/2005/TTLT-BNV-BLĐTBXH-BTC-UBDT on guiding the implementation of regional allowance regimes (replacing Circular No. 23/2025/TTBNV) and sent it for comments from ministries, branches and localities.

The amendment of the circular aims to ensure synchronization with the current legal system, not to change policies and to be consistent with the reality of arranging commune-level administrative units, contributing to overcoming inadequacies and overlaps in the process of organizing the implementation of regional allowances.
