According to Guidance No. 12/CV-BCĐ of the Steering Committee for arranging administrative units at all levels and building a 2-level local government organization model of the Government, from May 31, 2026, non-specialized commune-level officials will cease their activities.
Currently, the whole country still has nearly 60,000 people in this category after the 2-level local government arrangement process.
Implementing this requirement, localities are prioritizing the selection of non-specialized commune-level personnel with capacity, professional qualifications and immediately meeting task requirements.
Localities agree to apply the form of testing and examination instead of the usual competitive examination.
The process includes two steps: checking the dossier and organizing the test. The dossier is reviewed for standards, conditions, diplomas, and certificates. Qualified people will participate in the test, mainly in the form of question-and-answer.
The test content focuses on general knowledge of the political and legal system related to public duties, along with professional and nghiệp vụ competence according to the job position. In addition, candidates must answer questions about understanding the local situation, the applicant agency and job handling skills.
The test score is calculated on a scale of 100, the admitted person must achieve 50 points or more and is considered in order from highest to lowest within the quota.

In Ho Chi Minh City, from June 1st, wards, communes, and special zones will terminate the use of non-specialized personnel according to the general policy with a number of about more than 5,000 people. According to statistics, there are about 2,500 people with seniority over 5 years.
Regarding the solution for those with 5 years or more of seniority, Ho Chi Minh City will select the best and most talented people to recruit as civil servants and public employees within the framework of the payroll assigned to Ho Chi Minh City.
The Ho Chi Minh City Party Committee has organized survey teams to survey the assignment and arrangement of work for non-specialized personnel at the commune and neighborhood, hamlet levels, and at the same time assess the necessity and effectiveness of this team.
In Gia Lai, the Provincial Department of Home Affairs has issued documents guiding the People's Committees of communes and wards on signing contracts for non-specialized commune-level workers.
According to the Gia Lai Provincial Department of Home Affairs, non-specialized commune-level workers who have quit their jobs and enjoy staff streamlining policies according to Decree 154 dated June 15, 2025 of the Government regulating staff streamlining, if they are signed a contract to perform civil servant duties according to Decree 173 dated June 30, 2025 of the Government on civil servant duty contracts, or a contract to work outside the staff quota, they are not required to return the received allowance.
The Department of Home Affairs of Gia Lai province proposed that the People's Committees of communes and wards prioritize signing contracts with non-specialized personnel who have moral qualities, professional and nghiệp vụ capacity, public service performance capacity and can immediately meet the work requirements of the locality.
At the same time, after the Central Government officially assigns personnel, the Department of Home Affairs of Gia Lai province will advise on receiving and becoming civil servants for non-specialized commune-level personnel who meet the standards and conditions according to regulations.
In Nghe An, the Standing Committee of the Provincial Party Committee issued a plan to recruit non-specialized personnel to become commune-level civil servants in 2026, in order to supplement the staff according to the assigned staffing targets. The document requires that recruitment must ensure publicity, transparency, competitiveness and based on the job position.
In parallel with receiving civil servants, many localities focus on resolving regimes and policies for non-specialized commune-level workers.
