On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 196-KL/TW dated October 3, 2025 on continuing to implement Resolution No. 09-NQ/TW, dated November 8, 2002 of the Politburo and Conclusion No. 66-KL/TW, dated March 4, 2010 of the Secretariat on strengthening the Party's leadership over the work of Vietnamese veterans in the new situation.
Accordingly, the Politburo requested Party committees and Party organizations at all levels to direct and implement well the main tasks and solutions.
In particular, raising awareness and responsibility of Party committees, Party organizations, the political system and the people in gathering, solidarity, and promoting the role of the Vietnam Veterans Association in the new situation.
Strengthen propaganda and mobilization of members of the Veterans Association, Veterans and People to implement the Party's guidelines and policies, the State's policies and laws; arouse patriotism, national pride, self-reliance, self-strengthening, creative working spirit and lifelong learning, and be exemplary in participating in socio-economic development, ensuring national defense, security, and international integration.
Build and develop a core force of members and prestigious people to promptly grasp the thoughts, aspirations, and ideological orientations for veterans, veterans and the people. Prevent and stop negative thoughts and manifestations among Veterans and former soldiers; take advantage of Veterans' images for bad purposes.
Create conditions for members of the Veterans and Veterans to detect, coordinate to prevent and handle plots and actions to sabotage and divide the relationship between the Party, State, Army and people.
Leaders of Party committees, Party organizations, authorities, and the Vietnam Fatherland Front regularly work annually or work with the Veterans Association to listen to their thoughts and aspirations, promptly resolve difficulties and problems.
Promote the role, potential and strengths of the Veterans Association, especially promote intelligence and courage in supervision and social criticism activities; contribute ideas to build a clean and strong Party and government; prevent and combat corruption, waste and negativity.
Conclusion No. 196-KL/TW also clearly states the content of expanding the subjects of admission and development of members of the Veterans Association from qualified veteran soldiers and reserve officers. Timely remove obstacles in the organization model and operating mechanism of the Association.
Develop the organization and operation of the Association in administrative agencies, public service units, and state-owned enterprises, ensuring effective and efficient operations. Diversify methods and models of gathering veterans and military veterans.
Build a team of Association cadres at all levels to ensure quality, truly have prestige, enthusiasm, responsibility, and maturity through the military environment; focus on building a team of key cadres with specific policies for Association cadres who are eligible to participate in grassroots Party committees and elected bodies at all levels.
Strengthen facilities, improve qualifications and capacity to apply information technology in the association's work. There are appropriate policies and regimes on social insurance, health insurance for veterans, military veterans, vocational training, support, and job creation for soldiers after discharge.
Mobilize resources to help members of the Veterans Association and veterans in difficult circumstances. Coordinate with the National Steering Committee on searching, collecting, and identifying martyrs' remains to promote propaganda and support activities.
