On September 1, the Government Office announced that Prime Minister Pham Minh Chinh signed Official Dispatch No. 154/CD-TTg on accelerating the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The dispatch clearly stated: Implementing the direction of the Politburo, Resolution No. 263/NQ-CP dated August 29 of the Government and Decision No. 1867/QD-TTg dated August 29 of the Prime Minister, the Ministries, agencies: Finance, Public Security, State Bank of Vietnam, People's Committees of provinces, cities and relevant agencies and units have actively organized the implementation of gift giving to the people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
The entire gift-giving budget has been transferred by the Ministry of Finance to localities; localities have proactively coordinated with the Ministry of Public Security and relevant agencies and units to organize payment to the people from August 30.
By the end of August 31, some localities had implemented very actively, achieving high payment rates, however, some localities were still slow to implement.
To ensure the completion time limit for giving gifts to the people according to the direction of the Politburo, the Resolution of the Government and the Decision of the Prime Minister, the Prime Minister requires:
The Chairmen of the People's Committees of provinces and centrally run cities and requested the Secretaries of the Provincial Party Committees and the City Party Committees to focus on leading and directing the organization of gift delivery to all people.
Immediately review the entire payment situation to the people in their localities, closely coordinate with the Ministry of Public Security, the Ministry of Finance, the State Bank of Vietnam and relevant agencies and units to promptly remove difficulties and obstacles (if any), focus highly to organize the delivery of gifts to the people in a timely, convenient, safe, not missed and not overlapped, to be completed before September 2.
The Ministers of the Ministries of Public Security, Finance and Governors of the State Bank of Vietnam, according to their assigned functions and tasks, direct functional units to proactively propagate and guide people and localities in implementing gift transfer - receipt methods (transfer or directly).
Timely handle arising problems, ensure smoothness, safety and efficiency; closely coordinate with localities (especially at the commune level) to quickly deploy the delivery of gifts to people according to the set schedule and requirements.
The giving of gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day September 2 shows the deep concern of the Party and State for all people.
Therefore, it is required that ministries, agencies and localities focus highly on time and human resources, further promote the sense of responsibility to organize implementation quickly and safely, ensure the right progress and requirements; be responsible to the Government and the Prime Minister for the implementation of assigned tasks.
The Government Office monitors and urges according to assigned functions and tasks; reports to competent authorities on issues beyond their authority.
