Lieutenant General Nguyen Ngoc Toan is from Thai Binh, has worked for a long time in the public security sector and has held many positions such as Chief of Nam Dinh City Police (Nam Dinh Province); Deputy Director of Nam Dinh Provincial Police; Director of the Political Consulting Department of the People's Public Security (Ministry of Public Security).
In July 2018, he was appointed to the position of Director of Cao Bang Provincial Police. In June 2020, he was transferred to the position of Director of the Department of Party and Political Affairs (Ministry of Public Security) and promoted to the rank of Lieutenant General in 2021.
Also related to personnel work, on February 24, the Dong Nai Provincial Police Party Committee held a ceremony to announce the decision of the Provincial Party Committee Standing Committee on appointing him to join the Executive Committee, Standing Committee and hold the position of Secretary of the Provincial Police Party Committee for the 2020 - 2025 term.
