This morning (February 28), in Hanoi, the Ministry of Public Security held a press conference to announce Decree No. 02/2025/ND-CP dated February 18, 2025 of the Government regulating the functions, tasks, powers and new organizational structure of the Ministry of Public Security.
At the press conference, Major General Hoang Anh Tuyen - Deputy Chief of Office, Spokesperson of the Ministry of Public Security said:
Regarding functions and tasks, the Ministry of Public Security will receive 5 groups of tasks from ministries and branches, specifically: Receiving the task of state management of network information security from the Ministry of Information and Communications; Receiving the task of state management and ensuring aviation security from the Ministry of Transport;
Receive the task of state management of drug addiction treatment and post-drug addiction treatment from the Ministry of Labor, Invalids and Social Affairs; Receive the task of state management of testing and granting a Road Motor Driving License from the Ministry of Transport; Receive the task of state management of criminal records and perform public services of issuing criminal records from the Ministry of Justice.
In addition, the Ministry of Public Security will represent the owner of Mobifone Telecommunications Corporation.
Regarding organization, the local police apparatus is arranged and streamlined from 3 levels to 2 levels (Provincial Police and Commune Police).
In this arrangement and streamlining, the organizational apparatus of the People's Public Security force will continue to reduce 1 Department under the Ministry of Public Security (merging the Department of Security Industry and the Institute of Science and Technology), 7 departments, 694 district-level police (equivalent to department level); reduce 5,916 teams under the district-level police.
The Ministry of Public Security has coordinated with the Supreme People's Procuracy and the Supreme People's Court to study and develop a joint Circular to comprehensively resolve issues in the coordination relationship on investigation, detention, temporary imprisonment, and execution of criminal sentences between the investigation agency and the People's Procuracy and the People's Court in the locality when not organizing district-level police.
The Ministry of Public Security has also instructed people to report, report crimes, propose prosecution; carry out administrative procedures from January 1 on the Ministry's Electronic Information Portal.
The Government has issued Decree No. 02/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security (effective from March 1, 2025), in the direction of reducing the level of the police force, reducing the intermediate level to be streamlined, compact, strong, operate effectively, effectively and efficiently, thoroughly overcoming the situation of overlapping and cutting off areas and fields, causing difficulties and reducing efficiency in organizing and serving people and businesses, in order to better serve the people.
Currently, many provinces and cities have announced the dissolvement of district police and increased cadres to commune police such as:
Bac Ninh Provincial Police have dissolved 8 district-level police units and 74 team-level units under the district-level police. The new apparatus of the Bac Ninh Provincial Police includes 26 department-level units; 121 commune-level Police and 4 industrial park police stations.
Son La Provincial Police have announced the decision to dissolve the Police of the districts: Mai Son, Bac Yen, Phu Yen, Yen Chau, Thuan Chau, Muong La, Quynh Nhai, Song Ma, Sop Cop, Van Ho, Moc Chau Town Police and Son La City Police.
