According to the leader of the Ministry of Public Security, Decree No. 02/2025/ND-CP stipulates the functions, tasks, powers and organizational structure of the Ministry of Public Security, effective from March 1, 2025, in the direction of reducing the floor, reducing the intermediate level to be streamlined, compact, strong, effective and efficient...
Accordingly, regarding functions and tasks, the Ministry of Public Security receives 5 groups of tasks from ministries and branches including:
- Receive the task of state management of network information security from the Ministry of Information and Communications (formerly). The Ministry of Public Security assigns the Department of Cyber Security and High-Tech Crime Prevention as the unit directly responsible for state management of network information security;
- Receive the task of state management and ensure aviation security from the Ministry of Transport (formerly).
- Receive the task of state management of drug addiction treatment and post-drug addiction management from the Ministry of Labor, War Invalids and Social Affairs (formerly);
- Receive the task of state management of testing and granting a Road Motor Driving License from the Ministry of Transport (formerly);
- Receive the task of state management of criminal records and perform public services for issuing Judicial Records from the Ministry of Justice.
According to the leader of the Ministry of Public Security, specific administrative procedures for each field will be implemented immediately after the decisions of competent authorities take effect and will be published in detail on the Ministry of Public Security's Electronic Information Portal and on the Electronic Information Portal of the Public Security of units and localities according to regulations.
In addition, the Ministry of Public Security will represent the owner of MobiFone Telecommunications Corporation.
Regarding organization, the local police apparatus is arranged and streamlined from 3 levels to 2 levels (Provincial Police and Commune Police).
In this arrangement and streamlining, the organizational apparatus of the People's Public Security force will continue to reduce 1 Department under the Ministry of Public Security (merging the Department of Security Industry and the Institute of Science and Technology), 7 departments, 694 district-level police (equivalent to department level); reduce 5,916 teams under the district-level police.
The Ministry of Public Security has coordinated with the Supreme People's Procuracy and the Supreme People's Court to study, develop and issue a Joint Circular to comprehensively resolve issues in the coordination relationship on investigation, detention, temporary imprisonment, and execution of criminal sentences between the investigation agency and the People's Procuracy and the People's Court in the locality when not organizing the district-level police.
At the same time, the Ministry of Public Security has proactively and urgently reviewed the entire system of relevant legal documents and proposed amendments and supplements to meet the working requirements immediately after the arrangement, ensuring synchronization of laws, not creating legal gaps that disrupt the normal operations of the Public Security force as well as agencies, organizations, businesses and individuals.
