Lai Chau Provincial People's Council has issued Resolution No. 33/2026/NQ-HĐND, stipulating the level of allowances, support and concurrent position regime for non-specialized workers and people participating in activities in villages, hamlets, and residential groups. The Resolution takes effect from October 1, 2026 and replaces Resolution No. 69/2023/NQ-HĐND.
According to new regulations, Party cell secretaries and Village and hamlet heads or neighborhood group leaders in areas with 700 or more households, neighborhood groups of 1,000 or more households; key areas for national defense, border areas and particularly difficult villages and hamlets are entitled to allowances of 2.2 times the basic salary/month.
For the remaining villages, hamlets, and residential groups, the allowance level for the above two positions is 1.65 times the base salary/month.
The Resolution also stipulates 8 titles for people participating in activities in villages, hamlets, and residential groups.
In which, village, hamlet, residential group health workers; Village team leader; Deputy Secretary of the Party cell; Deputy Head of village, hamlet or Deputy Head of residential group are supported 0.7 times the basic salary/month.
Four positions including Head of the Farmers' Association, Veterans Association, Women's Association and Secretary of the Youth Union are supported 0.3 times the base salary/month.
Regarding concurrent tenure, one person can concurrently hold 1 title and enjoy 100% of the allowance or support level of the concurrent title.
