According to a report by the Ministry of Home Affairs, to date, 34 provinces and cities have completed the arrangement of villages and residential groups in accordance with the requirements of the Politburo and the Government. After arrangement, the number of villages and residential groups decreased from 89,589 to 48,078, a decrease of 41,511 units.
The Ministry of Home Affairs has advised the Government Party Committee to submit to the Politburo for approval and promulgate Conclusion No. 34-KL/TW dated May 18, 2026 of the Politburo on the arrangement of villages and residential groups and the arrangement, use, and policy regimes for non-specialized personnel at the commune level, in villages and residential groups.
On that basis, the Ministry submitted to the Prime Minister for promulgation Directive No. 21/CT-TTg dated May 20, 2026 and submitted to the Government for promulgation Decree No. 185/2026/ND-CP dated May 26, 2026 stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.
The process of implementing the arrangement of villages and residential groups is carried out publicly and democratically, creating high consensus; localities have completed collecting people's opinions, passed Resolutions of the Commune-level People's Council and consolidated the organization so that new villages and residential groups can operate stably.
The Ministry of Home Affairs has also issued 2 documents guiding the People's Committees of provinces and cities to resolve policies for non-specialized workers in villages and residential groups who quit their jobs due to arrangement according to Clause 4, Article 16 of Decree No. 185/2026/ND-CP and staff streamlining policies in Decree No. 154/2025/ND-CP.
As of July 15, localities have received 4,012 non-specialized workers at the commune level into civil servants, 395 people into public employees, and signed labor contracts with 2,206 people.
At the same time, provinces and cities arranged 7,587 non-specialized personnel at the commune level to continue working in villages and residential groups and 1,541 people to other working positions.
In addition, after arrangement, localities continue to arrange 121,932 non-specialized personnel in villages and residential groups. This number has decreased by 103,146 people compared to before arrangement.
In particular, 78,347 people who quit their jobs were settled according to Decree No. 154/2025/ND-CP and 9,732 people enjoyed local support policies.
