Salary and allowance increases of the Chairman of the Commune People's Committee in 2026

From 2026, the salary and allowance increase of the Chairman of the Commune People's Committee will be adjusted according to new regulations, helping to increase monthly income compared to before.

According to Decree No. 07 amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces and related amended and supplemented decrees, the Government stipulates allowances for positions in the People's Committees of communes, wards, and special zones under provinces and centrally-run cities.

The Chairman of the Commune People's Committee receives a coefficient of 0.7 in Hanoi and Ho Chi Minh City and 0.6 in the remaining provinces, while the Vice Chairman of the commune receives allowances of 0.6 and 0.5 respectively.

Heads of departments under the Commune People's Committee have a subsidy coefficient of 0.35 in the two major cities and 0.25 in the remaining areas. Deputy Heads of professional departments under the Commune People's Committee have a coefficient of 0.2 in Hanoi, Ho Chi Minh City and 0.15 in the remaining areas.

The new commune-level leadership position allowance level is 0.05-0.1 lower than the old district level. In addition, the new allowance level of the Chairman of the Commune People's Committee is 0.35-0.45 higher than the provisions of Decree No. 33.

The Decree also abolishes the regulation on leadership position allowances for the titles of Chairman of the Commune People's Committee and Vice Chairman of the Commune People's Committee in Decree No. 33/2023/ND-CP stipulating cadres, civil servants at the commune level and non-specialized personnel at the commune level, in villages and residential groups.

Currently, the salary level of commune-level civil servants in 2025 is implemented according to the salary calculation method for commune-level civil servants before the time of arranging administrative units at all levels (July 1, 2025).

Based on Point a, Clause 1, Article 3 and Clause 5, Article 1 of Circular 07/2024/TT-BNV, the salary, allowance and operating fees for cadres and civil servants in communes are implemented according to the following formula: Salary level = Salary coefficient x Base salary.

In which, the current base salary is 2.34 million VND/month according to the provisions of Clause 2, Article 3 of Decree 73/2024/ND-CP stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces.

Based on Joint Circular 01/2005/TTLT-BNV-BTC, the salary coefficient of the Chairman of the Commune People's Committee is 2.15 and 2.65.

Thus, according to the above regulations, the salary level of the Chairman of the Commune People's Committee is respectively: 5.031 million VND and 6.21 million VND. This salary level does not include allowances, subsidies, and other increased salaries.

According to the new allowance level of the Chairman of the Commune and Ward People's Committee applied from January 1, the income of this group will increase from 819,000 VND to 1.053 million VND when applying the base salary of 2.34 million VND/month.

In addition to the position of Chairman of the Commune People's Committee, positions such as Vice Chairman of the Commune People's Committee, Head of Department, Deputy Head of Department under the Commune People's Committee also increase allowances.
