On the afternoon of December 11, the National Assembly voted to pass the Resolution of the 10th Session of the 15th National Assembly.
In the approved resolution, the National Assembly proposed that the Government and the Prime Minister direct ministries, branches and localities to effectively organize the implementation of the Law on Organization of the Government and the Law on Organization of Local Government; restructure and improve the quality of the team of cadres, civil servants and public employees in accordance with job positions, and have the capacity to fully and synchronously carry out the tasks after the reorganization of the apparatus and administrative units at all levels.
The National Assembly requires a plan to completely resolve outstanding debts and other problems in settling medical examination and treatment costs under health insurance to remove difficulties for medical examination and treatment facilities and ensure the rights of patients.
At the same time, there are fundamental solutions to prevent, combat violence, and protect health workers; research and comprehensively amend the Law on Health Insurance in 2026.
Focus on synchronously and effectively implementing measures to prevent, detect, prevent and strictly handle cases of production and trading of counterfeit goods, disturbing public order, tax evasion, causing environmental pollution, fraud, and law violations in cyberspace.
Proactively detect, prevent, and promptly handle acts of abuse, fraud, and exploitation of minors, the elderly, people with disabilities, and vulnerable people in cyberspace.
The National Assembly also requested to adjust some types of allowances, basic salary, pension, social insurance allowance, monthly allowance, preferential allowance for meritorious people, social allowance, and social pension allowance according to Conclusion No. 206-KL/TW dated November 10, 2025 of the Politburo.
The Government and the Prime Minister direct ministries, branches and localities to seriously and promptly implement audit recommendations, especially the completion of legal mechanisms and policies; handle the responsibility of collectives and individuals for violations in the management and use of public finance and public assets.
The National Assembly also allowed the separation of compensation, support and resettlement content of the high-speed railway project on the North-South axis into independent projects, with capital allocated from the central budget and local budgets.
The National Assembly agreed to supplement the central budget reserve in 2025 to carry out tasks and projects to overcome consequences, prevent and control natural disasters, ensure security, national defense and other necessary expenditure tasks of about VND 17,640.678 billion from the entire central budget expenditure estimate for 2025 decided by the National Assembly but not yet allocated the remaining detailed items (about VND 6,500 billion) and from the adjusted development investment expenditure estimate for 2025 allocated to ministries, central and local agencies of VND 11,140.678 billion.
Allowing the transfer of the above-mentioned additional central budget reserve capital to 2026 to implement allocation and disbursement according to regulations.
Allowing the transfer of the central budget reserve in 2024 assigned to the Ministry of Construction of 196.596 billion VND to supplement with corresponding targets for Phu Tho province to implement the project of expanding the road connecting Phong Chau bridge.
Allowing the adjustment of the maximum reduction of VND 1,182.414 billion in the 2025 development investment expenditure estimate allocated from the central budget revenue increase in 2024 to increase the corresponding regular expenditure estimate to supplement ministries, central agencies and localities to carry out tasks and projects on science and technology, innovation, and digital transformation.
